EXPLANATION: CROM is the tank manufacturer and CROM, LLC DBA CROM Coatings and Restorations is the only approved contractor authorized to work on CROM tanks.
Staff is seeking authorization to:
1) Enter into a sole source continuing contract with CROM, LLC DBA CROM Coatings and Restorations for Water Treatment Plant (WTP) Storage Tank Inspections, Maintenance and Upgrades and
2) Authorization to execute a task order for the Five (5) Year Water Treatment Plant (WTP) Storage Tank Cleaning and Inspection Services Project in the amount of $337,935.35 which includes $200,000.00 in owner controlled contingency for any repair work that may be required.
The Utility owns and maintains 6 drinking water storage tanks totaling 8.25 million gallons of daily water storage. The drinking water tanks are generally filled each night and provide the necessary water supply for times of peak flow and fire events. Florida Administrative Code Chapter 62-555.350 requires all drinking water tanks to be taken offline and inspected a minimum of every five (5) years. The scope of the project includes the draining, cleaning, inspection and production of a certified report by a Professional Engineer of all six (6) prestressed, composite ground storage tanks. Each tank’s structural integrity will be reviewed to determine what measure, if any, are needed to remedy deficiencies so that the longest useful life of the tanks can be realized and water quality maintained. The previous 5-year inspections were authorized in September 2021, while the pending inspections are anticipated to begin work in July and August of this year during the summer low season. Four (4) of the tanks are located at the Water Treatment Plant (WTP) and two (2) of the tanks are located at the two (2) remote booster stations sites.
