B.                     RESOLUTION NO. AC2024-02 (BUDGET AMENDMENT FOR SOLID WASTE AUTHORITY BLIGHTED AND DISTRESSED PROPERTY CLEAN-UP GRANT AND PROJECT COSTS FOR THE VILLAGE OF WELLINGTON OLD LITTLE RANCHES BRIDGE DEMOLITION PROJECT)

A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2023-2024 GOVERNMENTAL CAPITAL FUND BUDGET FOR SOLID WASTE AUTHORITY BLIGHTED AND DISTRESSED PROPERTY CLEAN-UP GRANT AWARDED FOR THE VILLAGE OF WELLINGTON OLD LITTLE RANCHES BRIDGE DEMOLITION PROJECT; AND PROVIDING AN EFFECTIVE DATE.

REQUEST:                     Approval of Resolution No. AC2024-01 authorizing the Mayor to enter into an agreement with the Solid Waste Authority for the Blighted and Distressed Property Clean-Up Program Grant, and Resolution No. AC2024-02  Budget Amendment for $162,260 in grant monies and $300,000 as Wellington’s match amending the Fiscal Year 2023-2024 Governmental Capital Fund ACME Surface Water System Rehabilitation Project budget for Old Little Ranches Bridge Demolition project revenue and expenditures.

EXPLANATION:                     The Solid Waste Authority (SWA) of Palm Beach County administers the Blighted and Distressed Property Clean-Up Grant Program.  The SWAP has awarded $162,260 in grant funding for the Village of Wellington Little Ranches Bridge Demolition Project.

Currently, there is an existing abandoned two-lane bridge over the C-51 Canal that, at one time, was the only access into the Little Ranches subdivision from Southern Road for many years. In 1997, that bridge was replaced with a new three lane bridge approximately 500 feet north of the old bridge. Since then, the Old Little Ranches Bridge has been abandoned and has remained an eye sore for 26 years since the new bridge was installed in 1997. The bridge is accessible to the Public, and it remains a potential public safety. There is frequent graffiti and vandalism along with ongoing maintenance to maintain eroded sloped banks on each side. The removal of the bridge will allow improved water flow through this area readily during a Hurricane event and pile erosion scour will no longer be an issue.

Approval of Resolution No. AC2024-01 authorizes the Mayor to enter into an agreement with the SWA for the grant and Resolution No. AC2024-02 amends the ACME Surface Water Capital Funds Budget for Fiscal Year 2023-2024 for the grant award of $162,260 and Wellington’s match of $300,000.
