ITEM: AUTHORIZATION TO AWARD A SOLE SOURCE CONTRACT TO BADGER METER, INC. FOR THE PURCHASE OF BADGER METERS AND COMPONENTS

EXPLANATION: On February 10, 2026, the Village Council authorized contracts for the Cellular Advanced Metering Infrastructure (AMI) Project, which includes the replacement of approximately 20,700 water meters and the upgrades of the Village’s meter reaching technology from an automated meter reading (AMR) system to a cellular AMI system. The AMI project is currently underway and is being implemented over multiple phases.
While the AMI project will ultimately replace the Village’s existing meters and associated equipment with Badger cellular AMI meters and related equipment, the Utility Department continues to require Badger meters, endpoints and related components to cover normal inventory, replacements and developer projects. Maintaining access to these components is necessary to ensure compatibility with the Village’s existing metering infrastructure and to support uninterrupted utility operations. Badger Meter, Inc. is the sole manufacturer and direct provider of its proprietary water meters, and associated equipment. These components are designed to function as part of an integrated system and are compatible with Wellington’s existing infrastructure. As such, procurement must be through a sole source agreement.
This contract, governed by Wellington’s standard purchase order terms, will provide for the continued purchase of Badger meters and components as needed. The attached pricing proposal includes the most commonly utilized items, although additional products may be purchased as operational needs arise.
Staff recommends awarding a sole source contract to Badger Meter, Inc. to provide Badger water meters and components for Fiscal Year 2027 at an annual cost of approximately $175,000.
