A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING A MASTER PLAN AMENDMENT (PETITION NUMBER 2023-0003-MPA) AMENDING THE ORANGE POINT PLANNED UNIT DEVELOPMENT (PUD) MASTER PLAN FOR CERTAIN PROPERTY KNOWN AS POD D (ALSO KNOWN AS THE 40-ACRE PRIVATE CIVIC SITE), TOTALING 40 ACRES, MORE OR LESS; LOCATED APPROXIMATELY TWO (2) MILES WEST OF STATE ROAD 7, AT THE SOUTHEAST CORNER OF LAKE WORTH ROAD AND 120TH AVENUE SOUTH; TO DESIGNATE THE SOUTHERN 22.54 ACRES OF THE ORANGE POINT PUD POD D AS SINGLE-FAMILY RESIDENTIAL AND CREATE A NEW POD KNOWN AS POD I, TO ALLOW DEVELOPMENT OF THE CANTER PROJECT (POD I), A RESIDENTIAL DEVELOPMENT WITH 42 SINGLE-FAMILY RESIDENTIAL LOTS, AND TO AMEND THE CONDITIONS OF APPROVAL AND ADOPT THE CANTER PROJECT STANDARDS MANUAL; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
REQUEST: Approval of Resolution No. R2024-19 to amend the Orange Point PUD Master Plan, to allow development of 42 single-family residential homes/lots within the newly created Pod I of the Orange Point PUD for the proposed Canter project.

EXPLANATION: The agent, Brian Terry/Insite Studio, Inc., on behalf of the applicant, Pulte Home Company, LLC, and owner, Gerald M. Barbarito, DD JCL, Bishop of Diocese of Palm Beach, is requesting a Comprehensive Plan Map Amendment to change the land use from Community Facilities to Residential C for the southern portion of Pod D (AKA the 40-acre private civic site) of the Orange Point Planned Unit Development (PUD) Master Plan and to amend the master plan accordingly. This is to allow construction by the applicant/developer of the proposed new 22-acre pod (Pod I) with 42 single-family residential homes/lots.
The combined staff report for all the applicant’s requests along with the supporting exhibits are provided for explanation of the overall proposed project. At the April 17, 2024, Planning, Zoning and Adjustment Board (PZAB) meeting, the Board recommended approval (4-0 vote, with Adam Rabin recused) of Ordinance No. 2024-05, a Comprehensive Plan Amendment to modify the FLUM designation and of Resolution No. R2024-19. The PZAB recommended conditions of approval to provide roadway/intersection and sidewalk improvements are included in Resolution No. R2024-19 in Conditions No. 11 and 14-18.
