ITEM: AUTHORIZATION TO AWARD CONTRACTS FOR ANNUAL LAB ANALYSES

EXPLANATION: On August 31, 2026, Wellington released ITB #019-26/MM Annual Lab Analyses, seeking qualified bidders to provide specialized lab analyses for the Village’s Water Reclamation Facility, Water Treatment Plant and Surface Water Management program. The solicitation was publicly advertised on Euna OpenBids (formerly known as DemandStar) and Palm Beach County's Legal Notice site. The services provided as part of this solicitation are required as part of the Village’s compliance with the Florida Department of Health, Department of Environmental Protection, and South Florida Water Management District regulations. The services provided, include analysis beyond the capabilities of our internal laboratory.
On October 14, 2026, four (4) proposals were received. Staff recommends awarding to a primary and secondary vendor to provide the services as follows:

The secondary vendor will be utilized only in the event the primary vendor cannot provide the required services.
The initial term of the contract is for three (3) years from the date of award with the option to renew for two (2) additional, one (1) year periods. Due to the addition of several sample testing added to both Sections A and B, the increase in pricing from the last solicitation to this new one was an average of 16.27% which is an approximate annual cost increase of $18,500. There was no price increases to Sections C and D.
