EXPLANATION: The Water Reclamation Facility (WRF) aeration basins are large concrete structures central to the wastewater treatment process that provides the necessary environment to break down organic contaminants using microorganisms. Periodically, the aerations basins are taken offline for cleaning of debris, inspections, and other standard maintenance items. Aeration basin 3 was constructed around 2010 and is fully enclosed with a concrete top, unlike aeration basin 1, 2, and clarifier structures. While advantageous for odor control and regular operations this presents challenges for access, as currently WRF operators use a ladder and open hatch in the top of structure to access the basins for monitoring and maintenance duties. A manway addition will provide improved access through two access hatches level with grade on the sides of the aeration basin.
The Utility Staff is seeking Authorization to:
1) Award a Contract to Crom, LLC., for WRF Aeration Basin 3 Manway Addition, in the amount of $188,700.00.
On February 25, 2026, the Village released ITB #008-26/MM - WRF Aeration Basin 3 Manway Addition, seeking qualified firms to provide such services.

2) Execute a Task Order to Hazen and Sawyer for construction management services for WRF Aeration Basin 3 Manway Addition, in the amount of approximately $23,910.00.
On September 28, 2021, Council awarded an engineering services contract #RFQ 202121 to multiple vendors. Hazen & Sawyer P.C was selected as one of the Village’s water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize this contract with Hazen & Sawyer P.C to provide water and wastewater treatment engineering consulting services to the Village.
Village staff requested that Hazen & Sawyer P.C provide a Task Order to render construction management services which include, inspections, structural reviews, submittal reviews, RFIs, and construction oversight.
Staff recommends 1) Awarding a Contract to Crom, LLC. for Water Reclamation Facility Aeration Basin 3 Manway Addition, in the amount of $188,700.00 and 2) Executing a Task Order to Hazen and Sawyer for Construction Management Services for Water Reclamation Facility Aeration Basin 3 Manway Addition, in the amount of approximately $23,910.00.
