ITEM: AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE LANDSCAPE MAINTENANCE SERVICES FOR PARKS AND SECONDARY ROADWAYS

EXPLANATION: The Public Works Department currently contracts with Gardenscapes of the Palm Beaches to provide landscape maintenance services for parks Village-wide and Wellington Professional Lawn Care to provide landscape maintenance services for secondary roadways. The current parks contract expires March 29, 2018, while the existing secondary roadway contract expires March 31, 2018. Wellington is currently paying $251,506.50 and $97,910.00, respectively, for these services.
On December 10, 2017, Wellington released ITB #024-17/DZ on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On January 17, 2018, five (5) proposals were received as summarized below:

In order to ensure prospective bidders were qualified to perform the required services, the solicitation included the following minimum requirements to be provided by each proposer: equipment list, references, and number of employees and titles to perform the contract. In addition, proposers must have been in business a minimum of ten years.
The lowest, responsive, responsible bidder to maintain parks Village-wide was Mainguy Landscape Services, and the lowest, responsive, responsible bidder to maintain secondary roadways was Wellington Professional Lawn Care. Mainguy Landscape Services’ proposal was deemed non-responsive on secondary roads, due to the fact that they omitted one page of the pricing schedule from their bid submittal (their submittal for parks was complete).
In the event any of the awarded vendors fail to perform the obligations set forth in the contracts, staff would like authorization to negotiate with the next lowest responsive, responsible proposer, to ensure no lapse in maintenance services. Any such negotiated contract would require prior Council approval.
The term of each contract is for three (3) years and by mutual agreement can be renewed for two (2) additional one (1) year periods.
Staff recommends awarding contracts to Mainguy Landscape Services to provide landscape maintenance services for parks Village-wide and Wellington Professional Lawn Care to maintain secondary roads.
