A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING A SEASONAL EQUESTRIAN USE PERMIT FOR THE GLOBAL DRESSAGE COMPLEX, AKA EQUESTRIAN VILLAGE, AT 13466 SOUTH SHORE BOULEVARD FOR AN EQUESTRIAN SHOW USE FROM DECEMBER 14, 2016 TO APRIL 30, 2017; AND PROVIDING AN EFFECTIVE DATE.

EXPLANATION: Michael Sexton, on behalf of the owner(s), is seeking approval of Seasonal Equestrian Permit to use Equestrian Village for the 2016/2017 Equestrian Season for 70 equestrian spectator events. On October 24, 2013, Resolution No. R2013-49 was adopted designating Equestrian Village as a Commercial Equestrian Arena (CEA). The resolution contained conditions for certain on-site and off-site improvements to be completed by December 2014 for full beneficial use of the property as a CEA. Several of the conditions have not been satisfied and the deadline for completion was extended under HB7023. Until the improvements are completed, the site does not have full beneficial use as a CEA. The applicant is requesting that a seasonal equestrian permit be approved to allow use of the site for equestrian spectator events for the 2016/2017 season. The request is less intense then the Seasonal Equestrian Use Permit approved by Resolution No. R2015-61 for the 2015/2016 equestrian season as 35 less dates have been requested.
