REQUEST:                     Authorization to utilize a Palm Beach County Contract (Project No. 2025055) with Wynn & Sons Environmental Construction Co., LLC, as a basis for pricing, for pathway reconstruction, sidewalk replacement, and parking lot improvements at multiple Village locations, in the total amount of $674,211.50.

EXPLANATION:                     The Public Works Department is requesting authorization to utilize the Palm Beach County Pathway and Minor Continuing Services Construction Contract (Project No. 2025055), awarded to Wynn & Sons Environmental Construction Co., LLC. Palm Beach County executed this contract on March 10, 2026 (R2026-0294), and it expires on September 9, 2027. The contract provides competitively bid unit pricing for pathway construction, minor roadway improvements, and related services.

 

Several Village locations have been identified for rehabilitation based on observed conditions, including pavement deterioration, concrete degradation, vegetation intrusion, drainage concerns, and ADA accessibility deficiencies. The proposed work aligns with the contractor’s quoted scope, which includes full-depth pathway reconstruction, milling and paving, concrete removal and replacement, and associated site preparation.

 

Improvements will be scheduled during planned maintenance windows to minimize impacts on residents, pedestrians, and park operations. All work will be completed within the current contract term to ensure the Village benefits from existing pricing and avoids exposure to future cost escalations.

 

These improvements will enhance both pedestrian and vehicular safety throughout the Village while ensuring compliance with ADA accessibility standards. In addition, the project will improve stormwater drainage conditions, extend the useful life of existing infrastructure assets, and maintain alignment with the Village’s established roadway and pathway maintenance program.
