EXPLANATION:                     1) Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc.  Staff is seeking authorization to execute a GMP Amendment for the Membrane Plant 2 High-Pressure Pump 9 (HPP9) Expansion Project in the amount of $2,100,971.00, which includes $98,829.00 in owner-controlled contingencies.

 

The Utility operates three (3) separate water treatment plants on the water plant site that can provide up to 12.3 million gallons per day of potable water to customers both in and outside of the Village boundaries. Two types of water treatment technologies are utilized, nanofiltration membrane treatment and conventional lime softening. The Utility has developed a strategic plan which includes transitioning away from lime softening to 100 percent nanofiltration membrane treatment. Membrane treatment is a best available technology and will address contaminants of emerging concern and upcoming enhanced regulations. The Utility is using an incremental approach to expand membrane capacity in multiple phases. Phases completed previously include the installation of membrane Train 7 under the Water Plant Renewal and Replacement Project, construction of Train 8 in Membrane Plant 2, and projects to construct additional high pressure pumps and post-treatment capacity to support the new trains. The Village is currently under construction with an expansion of Trains 6, 7, and 8 within the existing Membrane Plant 2, which will expand each train vertically to produce 2.4 million gallons per day (currently 1.8 million gallons per day), adding an additional 1.8 million gallons of production to Membrane Plant 2.

 

This project is for the construction of High-pressure pump 9 in Membrane Plant 2 as outlined in the Village’s Membrane Master Plan. The existing high-pressure pumps push raw water through the nanofiltration membrane trains. High pressure pump 9 will be an inline spare for the existing three high pressure pumps in Membrane Plant 2. After the completion of Membrane Plant 2 expansion project, if a high-pressure pump is down, 2.4 million gallons per day of water treatment capacity would not be available until the pump can be replaced or repaired. The construction of high-pressure pump 9 will be an inline spare to allow a Membrane Plant 2 nanofiltration train to be placed back into service almost immediately in the event of a pump failure or regular maintenance. In April 2025 Council approved the purchase of the long lead material items including the high pressure pump ($257,678.00), the cartridge filter vessel ($97,971.80), and the variable frequency drive ($60,909.60) for the project.

 

2) Pursuant to RFQ# 202121, on September 28, 2021, the Village Council awarded an engineering services contract to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize this contract with Kimley-Horn and Associates, Inc. to provide construction phase services for the Membrane Plant 2 High Pressure Pump 9 (HPP9) Expansion Project in the amount of $109,443.00.

 

Staff recommends 1) Executing a GMP Amendment with Wharton-Smith, Inc. for the Membrane Plant 2 High-Pressure Pump 9 (HPP9) Expansion Project in the amount of $2,100,971.00 and 2) Executing a task order with Kimley-Horn and Associates, Inc. for construction phase services in the amount of $109,443.00.
