ITEM: AUTHORIZATION TO NEGOTIATE A CONTRACT WITH WANTMAN GROUP, INC. TO PROVIDE ENGINEERING SERVICES FOR THE SADDLE TRAIL PARK (SOUTH) NEIGHBORHOOD IMPROVEMENT PROJECT
REQUEST: Authorization to negotiate a contract with Wantman Group, Inc. to provide engineering services for the Saddle Trail Park (South) Improvement Project.

EXPLANATION: On April 22, 2014, Council authorized staff to prepare and advertise a Request for Qualifications (RFQ) for engineering design services for the proposed Saddle Trail Park (South) Paving and Water Main Project.
On April 28, 2014, we released RFQ# 017-14/ED seeking qualified firms to provide engineering services for this project. On May 28, 2014, ten (10) firms submitted proposals.
After reviewing the proposals, the Selection Committee met on June 16, 2014 and independently scored and ranked each proposal as follows:
1. Mock Roos
2. Wantman Group
3. KF Group/Erdman Anthony
4. Keshavarz & Associates
5. Engenuity Group
6. Simmons and White
7. RJ Behar
8. Stanley Consultants
9. Arcadis RMA
10. Chen Moore
The criteria for ranking each firm included; qualifications, approach and methodology and responsiveness to the RFQ. Based on the results of the scoring and pursuant to Florida Statute § 287.055, the Selection Committee recommended interview sessions with the three highest ranked firms.
On June 25, 2014, the Selection Committee conducted interviews with the three firms and subsequently re-scored and re-ranked each as follows:
1. Wantman Group, Inc
2. Mock Roos
3. KF Group/Erdman Anthony
Based on the results of the interview scoring, the Selection Committee recommends entering into contract negotiations with Wantman Group, Inc., a Palm Beach County local vendor, and the highest ranked firm. In the event that negotiations with Wantman Group, Inc. are unsuccessful, staff will initiate negotiations with the next highest ranked firm in successive order until a contract is successfully negotiated.
Award of any contract will require Council approval.
