REQUEST:                     Authorization to utilize Sourcewell Contract 110421-ALT with Altec Industries, Inc. and Sourcewell Contact 092222-CMM with Cummins Sales and Service, as a basis for pricing, for the purchase and delivery of equipment in the amount of $551,069.35; and authorization to dispose of existing surplus equipment pursuant to Village disposition policies.

EXPLANATION: 

 

(1)                     The Utility’s current fleet includes an articulating bucket truck, which allows Utility staff and electricians to access elevated areas, such as the Utility’s communication network located on concrete poles throughout the Village, camera equipment, and other elevated areas. In a recent safety inspection, the truck was  “red-tagged”, meaning that the bucket portion has become a safety concern for staff use. This truck is 12 years old and was tentatively planned for replacement in early FY2026 (~Oct 2025). Staff is recommending replacement of the existing truck versus repair of the existing truck, as the purchase of a new one would be more cost effective. The cost of the new bucket truck is $232,606.00.

 

(2)                     The Utility Capital plan previously included funding for a permanent stand-by generator for the Utility’s Central Operations building. This project was designed and bid but pricing well exceeded the project budget. In lieu of installing permanent standby generator at this time, the Utility is proposing the purchase of a mid-size portable generator to provide backup power to the Central Operations Facility. This portable generator will have the added benefit of being large enough to provide backup for the two booster stations, as well as smaller portions of both plants such as the blower building at the Water Reclamation Plant. In the past, Utilities has had to rent backup generators for each of these locations whenever there has been any electrical feed failures or backup generator failure. The cost of the new generator is $318,463.35.

In addition, staff is seeking authorization to dispose of one (1) existing surplus asset as seen in Exhibit A. This equipment will be sold on GovDeals.com, the Village’s contracted public auction website.
