EXPLANATION:                     The Village’s Utility Department owns and operates 105 lift stations around the Utility service area that pump sewage from the local gravity systems to the wastewater plant. The Village has a Lift Station Rehabilitation Program to perform regular proactive rehabilitation on existing stations to maintain the stations in good working order. Additionally, the Village is working toward installing permanent standby generators at certain stations identified as “power-critical” in a previous assessment of the stations.  The current proposed phase of the lift station program includes rehabilitation of Lift station 16 and Lift station 65. 

 

Lift Station 16 is one of the Village’s two largest master stations, and serves a large area of the Village. The proposed rehabilitation includes pipe replacement, wetwell upgrades, new valves and valve vault, electrical system replacement, communications system upgrades, and site work. Additionally, this project will install a new automatic standby generator.

 

Lift Station 65 is located in Wycliffe and is a master station serving the entire community. This project will install a new automatic stand-by generator as well as new electrical and communications, and upgrades to the site required for the generator installation. The piping within the wetwell and valve vault will also be replaced. 

 

Wellington released two prior solicitations for these projects and both solicitations resulted in the submittals coming in over budget.  The Utility Department worked with engineer of record, Mock Roos & Associates, Inc, to value engineer the projects.  In addition, it was decided to split the lift station rehabilitation into two separate projects and release two separate solicitations.

 

Staff is seeking authorization to:

1. Award a contract to Hinterland Group, Inc for Lift Station 16 Rehabilitation in the amount of $1,664,500.00 plus owner-controlled contingency of $160,000.00.

 

On November 22, 2024, Wellington released ITB #202501 on Demandstar.  The solicitation was also posted on Palm Beach County’s Legal Notice site and Wellington’s website. On January 13, 2025, one (1) proposal was received as summarized below:

2. Award a contract to G3 Contracting, Inc., d/b/a Industry Standard for Lift Station 65 Rehabilitation in the amount $479,820.00 plus owner-controlled contingency of $40,000.00.

 

On November 22, 2024, Wellington released ITB #202502 on Demandstar.  The solicitation was also posted on Palm Beach County’s Legal Notice site and Wellington’s website. On January 13, 2025, three (3) proposals were received as summarized below:

3. Award a task order to Mock Roos & Associates, Inc., utilizing previously Council approved engineering services contract (RFQ #202121), to provide construction phase engineering services for the lift station rehabilitation projects in the amount of $164,900.

 

4. Approve Resolution No. R2025-09 amending the Utility Fund Budget for Fiscal Year 2024-2025 by reassigning capital project budgets to the Lift Station Phase III Project; and Proving an effective date in the amount of $ $835,000. 

 

The projects will be partially funded by a $537,232.50 Hazard Mitigation Grant Program grant between the Village of Wellington and the Florida Division of Emergency Management.

 

Staff recommends 1) Awarding a contract to Hinterland Group, Inc for Lift Station 16 Rehabilitation for total amount of $1,824,500.00; 2) Awarding a contract to G3 Contracting, Inc., d/b/a Industry Standard for Lift Station 65 Rehabilitation for a total amount of $519,820.00;  2) Awarding a task order to Mock Roos & Associates, Inc., to provide construction phase engineering services for the projects, in the amount of $164,900; and 4) Approve Resolution No. R2025-09 amending the Utility Fund Budget for Fiscal Year 2024-2025 by reassigning capital project budgets to the Lift Station Phase III Project.
