REQUEST: Authorization to: 1) Award a contract to J. W. Cheatham LLC for 120th Avenue South & Lake Worth Rd Intersection Roundabout Improvements in the amount of $4,293,346; 2) Execute a task order with Mock Roos & Associates, Inc for construction phase services in an amount of $199,540; and 3) Approval of Resolution No. R2026-12 Amending the Gas Tax Capital Fund budget for Fiscal Year 2025-2026 by allocating monies from contributions and Gas Tax Capital Fund balance for the Lake Worth Road and 120th Avenue Intersection Improvement Project.

EXPLANATION: Staff is seeking authorization to:
1) Award a contract to J.W. Cheatham LLC for 120th Avenue South & Lake Worth Rd Intersection Roundabout Improvements Project in the amount of $4,293,346.
The work consists of converting the existing Lake Worth Road/120th Avenue intersection into a modern single-lane roundabout, sized for future expansion to a double-lane roundabout. The project includes all labor, equipment, and materials necessary to provide a fully functional and complete improvement. Major elements of construction include intersection reconstruction, drainage improvements, pedestrian accessibility upgrades, roadway and pavement work, traffic control, landscaping improvements and lighting improvements.
On January 13, 2026, Wellington released ITB #004-26/MM on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised on the Palm Beach County’s Legal Notice site. On February 11, 2026, the Village received ten (10) proposals, meeting the required specifications. One bidder was deemed non-responsive and non-responsible and one bidder withdrew their bid submittal.

2) Execute a task order to Mock Roos & Associates, Inc., utilizing previously Council approved engineering services contract (RFQ #202121), to provide construction phase engineering services for the project in an amount of $199,540.
3) Approval of Resolution No. R2026-12 amending the Gas Tax Capital Fund budget to allocate contributions for the project received to date and appropriate Gas Tax Capital fund balance to the project budget. In addition to the contract award amount, an additional $200,000 is requested to provide construction engineering services for the project.
Further contributions from developers will be recorded in the Gas Tax Capital Fund revenues as received, offsetting the final project cost.
