ITEM: ORDINANCE NO. 2024-18 (FY 2024/2025 ANNUAL CAPITAL IMPROVEMENT ELEMENT UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN)
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2024/2025 THROUGH 2029/2030 FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; UPDATING POLICY CI 1.2.5 TO ADOPT THE SCHOOL DISTRICT OF PALM BEACH COUNTY’S FISCAL YEAR 2024/2025 10-YEAR CAPITAL IMPROVEMENTS SCHEDULE BY REFERENCE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval of Ordinance No. 2024-18 updating Table CI-1, Wellington Capital Improvement Plan 5 Years Level of Service Projects, and Policy CI 1.2.5, which adopts the School District of Palm Beach County’s 10-Year Capital Improvements Schedule by reference, of the Capital Improvement (CI) Element of Wellington's Comprehensive Plan.

EXPLANATION: Pursuant to Section 163.3177(3)(b) of Florida Statutes, local governments are required to undertake an annual review of the Capital Improvement Element to update the Five-Year Capital Improvement Plan (CIP) for Level of Service (LOS) projects. The update to the schedule is not considered an amendment to the Comprehensive Plan. Staff has conducted the review, and is proposing to update Table CI-1 of the Capital Improvement Element with the following LOS projects as shown in Exhibit A of Ordinance No. 2024-18:
• ACME Flood Mitigation Program to improve conveyance and drainage on roadways;
• Athletic field improvements to Community Parks throughout Wellington;
• A new athletics facility at Village Park;
• Communication and Technology Investment Program throughout Wellington;
• Public Works Facilities Improvements to expand park maintenance storage areas and construct additional storage facilities;
• Playground equipment and landscaping upgrade throughout Wellington;
• Trail footing improvements, equestrian trail crossings, signage, and expanded trail connections throughout the Equestrian Preserve;
• Needs assessment, plan, and design of the future Sheriff Substation and Building Department offices;
• A roundabout at Lake Worth Road and 120th Avenue intersection;
• Trails and amenities added to expanded natural area of Wellington Environmental Preserve;
• Widen the multi-use paths and/or expand multi-purpose pathways throughout Wellington;
• Landscaped medians and added landscaping along Big Blue Trace;
• Traffic calming improvements at Village intersections (Vision Zero);
• Hard courts, clay courts, and Padel courts added to the Tennis Center;
• Phase III of Town Center which includes updates to Scott’s Place and demolition of the Aquatics Center;
• Turn lane additions and parking expansion along Greenview Shores and Wellington Trace;
• A traffic signal at the Lake Worth Road and Isle View intersection (Polo Park Middle School); and
• Water Treatment Plant expansion on Wellington Trace.
In addition, Policy CI 1.2.5 - School District of Palm Beach County has been amended to adopt the School District of Palm Beach County’s 10-Year Capital Improvements Schedule as adopted by the School District’s Fiscal Year 2024/2025 budget by reference.
