ITEM:                     AUTHORIZATION TO AWARD CONTRACTS FOR ROADWAY STRIPING AND PAVEMENT MARKING SERVICES, AND AUTHORIZATION TO APPROVE FISCAL YEAR 2026 PROJECTS

 

REQUEST:                     Authorization to award contracts to multiple vendors and authorization to approve fiscal year 2026 projects for Roadway Striping and Pavement Marking Services, in the amount of approximately $630,037.00.

EXPLANATION:                     The Village of Wellington maintains roadways Village-wide and utilizes a  contract to provide pavement marking and striping services necessary for roadway construction, resurfacing, and rehabilitation projects. The contract provides Village-wide striping and pavement marking services, including temporary and permanent painted striping, thermoplastic striping, refurbishment and replacement of existing traffic markings, installation of green bike lane pavement markings and symbols, and placement or replacement of retro-reflective pavement markers. The contractor will be required to furnish all materials, equipment, labor, maintenance of traffic, supervision, and transportation necessary to perform these services. All work shall comply with Wellington standards, Palm Beach County requirements, and the Florida Department of Transportation (FDOT) Standard Specifications and Standard Plans.

 

On February 26, 2026, the Village released ITB 009-26/MS - Roadway Striping and Pavement Marking Services. The solicitation was publicly advertised on Euna OpenBids (formerly known as DemandStar) and Palm Beach County's Legal Notice site. On March 26, 2026, the Village received five (5) proposals.

 

Staff recommends awarding contracts to multiple vendors as shown below:

                     McShea Contracting, LLC                      Primary Awardee

                     Steffen & Sons Striping, LLC                      Secondary Awardee

                     Southwide Industries Inc                      Tertiary Awardee

 

If the primary awardee fails to meet the requirements set forth in the specifications, including but not limited to response time, mobilization, or completion deadlines, the Village reserves the right to engage the secondary or tertiary awardee.

 

The initial term of the contract is three (3) years from the date of award, with the option to renew for two (2) additional one-year periods. Pricing during the initial three-year term remains fixed.

 

The quantities and items identified on the bid tabulation were estimates for bidding purposes only.  Projects for fiscal year 2026 are listed below:

                     Birkdale Dr

                     Greenview Shores Blvd

                     Wellington Trace, Big Blue to Forest Hill Blvd

                     Wellington Trace, Greenview Shores to Big Blue

                     Wellington Trace, Greenview Shores to Greenbriar Blvd

                     Avondale Woods

                     Tiger Shark Park parking lot, including the area behind the baseball fields

                     Wellington Trace signing and pavement markings, including bicycle lanes

 

The total estimated cost of the Fiscal Year 2026 projects is approximately $630,037.00.
