AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING A 3 REZONING (PETITION NUMBER 2024-0001-REZ), TO MODIFY THE OFFICIAL 4 ZONING MAP OF WELLINGTON FROM COMMUNITY FACILITY TO PLANNED 5 UNIT DEVELOPMENT (PUD) FOR CERTAIN PROPERTY KNOWN AS 6 WELLINGTON 10-ACRE PARK SITE AT WELLINGTON GREEN, TOTALING 10 7 ACRES, MORE OR LESS; LOCATED APPROXIMATELY A QUARTER MILE SOUTH 8 OF FOREST HILL BOULEVARD AND WELLINGTON GREEN DRIVE, ON THE 9 WEST SIDE OF WELLINGTON GREEN DRIVE AT 2175 WELLINGTON GREEN 10 DRIVE, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A 11 CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN 12 EFFECTIVE DATE; AND FOR OTHER PURPOSES.
REQUEST: Approval of Ordinance No. 2025-03, a Rezoning (REZ) to amend the Zoning Map designation for the subject site from Community Facilities to PUD.

EXPLANATION: The applicant is requesting a Rezoning to amend Wellington’s Official Zoning Map of the subject site (Wellington Green 10-Acre Park) from Community Facility (CF) to Planned Unit Development (PUD).
Wellington and Brefrank (applicant/WG 10Park, LLC) have entered a settlement agreement, which includes the sale of the subject site to Brefrank, and Wellington acquiring 22.66 acres of wetland/preserve areas currently within the Wellington Green project. The applicant is currently requesting approval to change the land use and zoning, and a future master plan to develop 220 multi-family residential units for the proposed Axis 2 project. A future site plan request will be submitted for review/certification by the Development Review Manager (DM) if Wellington Council approves the proposed land use (CPA), zoning (REZ) and master plan (MP) request.
At its January 15, 2025, the Planning, Zoning and Adjustment Board (PZAB) recommended approval (7-0 vote) of Ordinance No. 2025-03, a Rezoning to modify Wellington’s Official Zoning Map designation for the subject site.
At its January 28, 2025 meeting, the Wellington Council voted unanimously to approve the first reading of Ordinance No. 2025-03.
The applicant is also seeking a companion Comprehensive Plan (Map) Amendment (CPA) 2024-0001-CPA (Ordinance No. 2025-02) and Master Plan (MP) 2024-0001-MP (Resolution No R2025-04). The combined staff report for all the applicant’s requests, along with the supporting exhibits, are provided with the CPA documents.
