ITEM: AUTHORIZATION TO AWARD A CONTRACT TO ALL WEBBS ENTERPRISES, INC., FOR MECHANICAL INTEGRITY TESTING AT THE WATER TREATMENT FACILITY
REQUEST: Authorization to award a contract to All Webbs Enterprises, Inc. utilizing a City of Vero Beach contract as a basis for pricing, for mechanical integrity testing at the Water Treatment Facility, in an amount not to exceed $33,980.

EXPLANATION: Wellington uses a deep injection well at its water treatment facility for disposal of the waste stream generated by the low pressure, reverse osmosis process. The deep injection well is permitted by the Florida Department of Environmental Protection (FDEP). Pursuant to the FDEP permit, mechanical integrity testing (MIT) of the deep injection well must be conducted every five (5) years to ensure the well is functioning properly.
A FDEP approved, licensed well contractor must conduct the testing. All Webbs Enterprises, Inc. is a FDEP, licensed well contractor. All Webbs Enterprises also performed the mechanical integrity testing for the deep injection well at the water treatment plant in 2010 and performed well. Staff would like to use All Webbs Enterprises, Inc. for the MIT work and use a contract between Vero Beach and All Webbs as the basis for pricing.
City of Vero Beach contract #060-15/JO was awarded to All Webbs Enterprises, Inc. on March 23, 2015. As part of the solicitation, the City of Vero Beach received a total of four bids as summarized below:

Please note that the bid price includes basic testing services (Bid Amount) and additional testing services (Alternates 1 and 2), if needed. The cost of basic testing services is $14,480. Staff anticipates only basic testing services will be required. However, if additional testing services are required, the contract pricing accounts for them.
Staff recommends awarding a contract to All Webbs Enterprises, Inc., a Palm Beach County local vendor, in the amount not to exceed $33,980, utilizing a recently awarded City of Vero Beach contract as the basis for pricing.
All Webbs Enterprises, Inc. is headquartered in Jupiter, Florida and has performed similar work for Miami Dade County, Solid Waste Authority, Seacoast Utility and the South Florida Water Management District.
