REQUEST:                     Ratification of professional engineering services with Mock Roos & Associates, Inc. for the Stormwater Pump Station No. 2 Rehabilitation project in the amount of $101,345.00.

EXPLANATION:                     The Village of Wellington has received conditional approval for a FEMA grant to support the reconstruction of Acme Stormwater Pump Station No. 2. As part of FEMA’s design review process, reviewers requested additional technical analyses, including South Florida Water Management District (SFWMD) permit modifications and preparation of an “emergency use” application.  In addition, the grant reviewers requested additional Hydrologic and Hydraulic (H&H) modeling, Depth Damage Function (DDF) analysis, and associated cost estimating.

These services were not part of the original scope. Initially, the Village proceeded with supplemental services under a SFWMD purchase order that was within the staff approval threshold of $50,000. However, due to the complexity of the H&H modeling and the accelerated deadlines imposed by the grant agency, the level of effort required from the consultant exceeded that threshold. In order to maintain eligibility for FEMA funding and meet agency deadlines, staff authorized Mock Roos & Associates, Inc. to proceed with the necessary work to avoid delays.

The ratified amount of $101,345.00 covers all current grant and permitting assistance, including:

Coordinating with the SFWMD, preparing an “emergency use” permit application, and responding to SFWMD inquiries ($30,045).

Responding to FEMA Requests for Additional Information (RAI), Hydrologic and Hydraulic (H&H) modeling, Depth Damage Function (DDF) analysis, and cost estimating ($51,300).

Discretionary contingency fund to respond to future Request for Additional Information that may be forthcoming ($20,000).

This ratification ensures that the additional services already performed, as well as contingency for future agency requests, are formally authorized. Any subsequent services beyond this amount will be brought forward for separate approval.
