EXPLANATION:  The IT Department is seeking authorization to purchase a new website, design and content management system for the Village. The current website system was purchased and designed in 2010 and is five versions behind.  This has opened the Village up to some security vulnerabilities and payment card industry compliance issues.  Additionally, the current dated website system negatively impacts our residents and business owners, with lack of browser and device compatibility, website navigation, and user inefficiencies.
 
Implementation of a state-of-the-art website will allow the system to be responsive, secure, and compatible with multiple mobile technologies, and will enhance Wellington's outreach.  Additionally, the new site will allow for view-ability and functionality on any size screen (i.e., smart phone, tablet, iPad, etc.) and will have the ability to integrate with social media.  Additional features and functionality tools include: version control, page alerts for administrators to update information, expiration dates for individual pages, a broken website link checker, and an easy to use interface for non-technical Village staff to manage content.  The system also includes a hosting solution with 99.99% up time and technical support, which ensures the Village website is functional, providing real-time information and updates to our residents and businesses, during disaster events.
The new system offers additional component enhancements that can be added in the future including:  an emergency operating center (EOC) website, additional sub sites (i.e., Village Park, Safe Neighborhoods, etc.), and an e-procurement system.
 
GSA contract #GS-07F-0509W was awarded to Vision Internet Providers Inc. effective from July 1, 2010 through June 30, 2015.  The contract amount for the website, design and content management system utilizing the GSA contract is $40,603.30. In an attempt to secure the best overall value, staff analyzed quotes from three other firms as listed below:

Staff analyzed each proposal and determined Vision Internet Providers Inc. provided the best overall value for the product proposed.  While some of the proposals received included better pricing, the product provided by Vision Internet Providers, Inc. included an easier to use interface from both a user and management standpoint and provided superior control features.
  
Vision Internet Providers, Inc. currently services over 500 government, public agency and non-profit agency clients in 41 states, including Florida.  Staff is seeking authorization to utilize the GSA contract as a basis for pricing for the purchase of the new website, design and content management system from Vision Internet Providers, Inc. in the amount of $40,603.30.
