ITEM: RESOLUTION NO. R2013-48 (EQUESTRIAN VILLAGE MASTER PLAN AMENDMENT)
A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL, APPROVING THE MASTER PLAN AMENDMENT FOR PETITION 2013-040 MPA2, ALSO KNOWN AS EQUESTRIAN VILLAGE, LOCATED ON THE NORTHEAST CORNER OF SOUTH SHORE BOUELVARD AND PIERSON ROAD, TO MODIFY THE WELLINGTON PLANNED UNIT DEVELOPMENT FOR THE 59.3 ACRE PORTION OF TRACT 30C, TO BE KNOWN AS 30C-2, LABELING THE PROPOSED TRACT 30C-2 "COMMERCIAL RECREATION", AND ESTABLISHING ONE (1) ACCESS POINT ALONG THE NORTH SIDE OF PIERSON ROAD; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF LAWS IN CONFLICT; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
REQUEST: Approval of Resolution No. R2013-48 to amend Tract 30C of the Wellington Planned Unit Development (PUD) Master Plan, aka Equestrian Village, located on the northeast corner of South Shore Boulevard and Pierson Road to identify 59.37 acres as 30C-2, re-label the use as Commercial Recreation, and add one (1) access point long the north side of Pierson Road.

EXPLANATION: In February 2012, Resolution No. R2012-07 was adopted approving a Master Plan Amendment, known as Equestrian Village. This resolution separated Tract 30C into several smaller tracts (30C-2, 30C-3, and 30C-4) based on the illegal subdivisions recognized by the Palm Beach County Property Appraiser. Tracts 30C-2 and 30C-3 made up the 59.37 acre portion of Tract 30C, known as Equestrian Village. On May 22, 2012, Resolution No. R2012-41 revoked Resolution No. R2012-07.
On February 26, 2013, Resolution No. R2013-09 was approved to separate the eastern 36.8 acres of Tract 30C, aka White Birch Farm, and identify it as 30C-4, re-label the use as Private Residential Polo Facility, establish one (1) access point, and convert the assigned dwelling unit type from multi-family to single family.
Resolution No. 2013-48 separates the remaining Tract 30C (approximately 67 acres) of the Wellington PUD into a 59.37 acre tract known as 30C-2 (aka Equestrian Village) and the remaining eight (8) acres as Tract 30C, aka The Player's Club. The proposed Tract 30C-2 will maintain the assigned four (4) multi-family dwelling units. The resolution also approves one (1) access point along the north side Pierson Road and re-labels the use of Tract 30C-2 from "Tennis & Polo Facility" to "Commercial Recreation". The proposed master plan amendment (MPA) is consistent with Resolution No. R2013-09, White Birch Farm.
The Equestrian Village MPA was certified at the June 26, 2013, Development Review Committee (DRC) meeting. At the September 11, 2013, Equestrian Preserve Committee (EPC) meeting the EPC unanimously recommended approval to the Planning, Zoning, and Adjustment Board (PZAB). The PZAB recommended approval 6 (approve) to 1 (opposed) at the October 2, 2013 meeting.
