REQUEST:  Authorization to utilize previously awarded contracts for various 2017 public works projects, exceeding $25,000 in cost.

EXPLANATION:  The Public Works Department is seeking authorization to utilize annual contracts approved by Council in 2013 and 2015 for fiscal year 2017 public works projects that exceed $25,000 in cost.  The terms of the annual contracts are specified in each section below for the respective projects.  The projects include roadway milling and resurfacing, pathway resurfacing and sealcoating, swale maintenance, drainage infrastructure, inspection, cleaning and repairs, and guardrail replacement.  Each of the awarded contracts, including vendors, project descriptions and estimated costs, are summarized below:

 

1.                     On August 11, 2015, Council approved contracts to Ranger Construction Industries, Inc. to provide milling and resurfacing of roadways, and M&M Asphalt Maintenance, Inc. for pathway resurfacing and sealcoating.  The initial term of the contract is for three (3) years expiring on August 11, 2018.  Staff is seeking authorization to utilize Ranger Construction Industries, Inc. and M&M Asphalt Maintenance, Inc. under the existing contracts, for the following projects:

All estimates are based on unit pricing contained in each of the contracts previously approved by Council.

 

2.                     On July 14, 2015, Council approved contracts with multiple vendors to provide canal clearing, swale reconstruction and installation of drainage pipe and structures.  The initial term of the contract is for three (3) years expiring on July 14, 2018.  Additionally, on April 26, 2016, Council approved annual contracts to multiple vendors, for the purchase and installation of sod.  The initial term of the contract is for three (3) years expiring on April 26, 2019.

 

Staff is seeking authorization to utilize Marcinkoski Gradall, Inc. and Agricultural Land Services, the lowest priced awarded vendors, under their respective existing approved contracts, for the following swale maintenance projects:

3.                     On March 10, 2015, Council approved a contract for drainage infrastructure, inspection, cleaning and repairs to Shenandoah General Construction Company.  The initial term of the contract is for three (3) years expiring on March 10, 2018.  Staff is seeking authorization to utilize Shenandoah General Construction Company under the existing contract, for the following projects:

4.                     On August 27, 2013, Council approved contracts to multiple vendors for sidewalk removal and replacement, guardrail mowing strip installation, roadway base installation and directional drilling.  The initial term of the contract was for two (2) years and was renewed for two (2) additional one (1) year terms expiring on August 27, 2017. Additionally, on July 12, 2016, Palm Beach County awarded Annual Guardrail Contract 2016050 to Southeast Attenuators for one (1) year expiring July 12, 2017. 

 

Staff is seeking authorization to utilize West Construction, and Southeast Attenuators the lowest priced awarded vendors under their respective existing contracts, for the following project:

Although these contracts are not set to expire for some time, the individual projects exceed $25,000, and require Council approval.

 

Staff is seeking authorization to utilize the annual contracts summarized above for various 2017 Public Works projects that exceed $25,000.  The total of all projects is approximately $2,170,890.
