EXPLANATION: On April 22, 2025, Council approved Resolution R2025-20 to enter into a Local Agency Program (LAP) Agreement with FDOT for C-8 Canal Multi-Use Pathway Project.
The project consists of the construction of a 10-foot wide multi-use pathway along the east side of the C-8 Canal corridor (from CR-892/Forest Hill Blvd. to Stribling Way). The project is approximately one mile in length. The estimated construction duration is 120 days
Staff is seeking authorization to:
1) Award a Contract to All County Paving for C-8 Canal Multi-Use Pathway, in the amount of $451,249.40.
On January 2, 2026, Wellington released ITB #006-26/ER on Euna OpenBids (formerly known as DemandStar), seeking qualified firms to provide such services. On February 19, 2026, the Village received thirteen (13) proposals.

2) Execute a Task Order with WGI, Inc. utilizing the previously Council approved engineering services contract (RFQ 202414), to provide construction engineering and inspection (CEI) services for the project in the amount of $30,430.00. These services will be fully funded by Wellington.
The purpose of this task order is to provide CEI services which include construction administration, submittal review and construction oversight.
3) Execute a Local Agency Program (LAP) supplemental agreement to reconcile the LAP agreement total project cost with the FDOT's bid concurrence and Local Agency construction bid award.
The purpose for the supplemental agreement is to revise the LAP agreement total cost to $451,250.00, which is a decrease of $171,053.00 in Federal Funds and $88,451.00 in local funds
The following items are considered non-eligible for LAP payment, totaling $95,642.40, and are the responsibility of the Village: Asbuilts ($5,800.00), Material Testing Allowance ($20,000.00), Bonds ($3,121.00), Insurance ($2,500.00), and Owner Controlled Contingency ($64,221.40).
FDOT’s contribution for construction will be $355,607.00 and the Village’s contribution will be $95,643.00.
The total estimated cost for the C-8 Canal Multi-Use Pathway Project is $481,679.40, consisting of $451,249.40 for construction services and $30,430.00 for construction engineering and inspection services.
