REQUEST:  Authorization to award a contract to EuroAmerican Engineering, LLC, for the purchase, delivery and installation of Propane Bi-fuel Conversion Systems.

EXPLANATION:  In an effort to reduce costs, gasoline consumption and emissions, the Public Works Department is scheduled to install propane autogas bi-fuel conversion systems to sixteen (16) vehicles Village-wide.
 
On July 20, 2014, Wellington released ITB #019-14/DZ on Demandstar. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On August 6, 2014, two (2) proposals were received.
 
The purpose and intent of the bid was to secure firm fixed pricing and establish a one year term contract for the purchase, delivery and installation of Propane Autogas Bi-Fuel Conversion Systems for the following models and as specified herein:

Staff is recommending award of contract to EuroAmerican Engineering, LLC, the lowest responsive, responsible bidder.  No protests were received following the issuance of the Notice of Intent to Award the contract. None of the bidders qualified for local preference. The term of the contract is for one year from the date of award.
 
The Village will be reimbursed fifty percent (50%) of the cost to convert each vehicle through a program offered by the Florida Department of Agriculture.  To date, the Village has converted three vehicles and received $9,000 from the Florida Department of Agriculture.
 
Staff recommends awarding a contract to EuroAmerican Engineering, LLC, for the purchase, delivery and installation of sixteen (16) propane bi-fuel conversion systems at an estimated cost of approximately $118,000 of which fifty percent ($59,000) shall be reimbursed by the Florida Department of Agriculture.  
 
In the event additional vehicles are scheduled to be converted, the contracted unit pricing shall be utilized during the term of the existing contract (one year from date of award).

FISCAL IMPACT:      Funds for this contract are available in Fleet Maintenance and Equipment's Fixed Assets FY 2014 account in the amount of $50,000 and an additional $75,000 is in the proposed for FY 2015 budget.
