EXPLANATION: On March 11, 2025, Council approved Resolution No. R2025-11 to enter into a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for the Greenbriar Boulevard Rebuild & Bicycle Lanes Project. The LAP Agreement expires on June 30, 2027.
The project is located on Greenbriar Boulevard between Aero Club Drive and Greenview Shores Boulevard, approximately 1.9 miles in length. The scope of work includes widening of existing roadway shoulder for new 5-foot bike lanes, drainage improvements due to roadway widening, mill and overlay of the existing pavement, installation of enhanced mid-block crossings, and installation of pavement markings. The estimated construction duration is 365 days. The project aligns with the Village of Wellington Vision Zero Action Plan adopted as Resolution No. R2024-43.
Staff is seeking authorization to:
1) Award a contract to R & D Paving, LLC for the Greenbriar Blvd. Bike Lanes Aero Club Dr. to Greenview Shores Blvd. Project in the amount of $3,458,081.88.
On January 2, 2026, Wellington released ITB #005-26/MS on Euna OpenBids (formerly known as Demandstar), seeking qualified firms to provide such services. The solicitation was also advertised on the Palm Beach County Legal Notice site. On February 19, 2026, the Village received sixteen (16) proposals. One bidder was deemed non-responsive.

2) Authorization to execute a task order with Wantman Group, Inc. (WGI), utilizing the previously Council approved engineering services contract (RFQ 202414), to provide construction engineering and inspection (CEI) services for the project in the amount of $219,060.00. These services will be fully funded by Wellington.
The purpose of this task order is to provide CEI services for the Greenbriar Boulevard Rebuild & Bicycle Lanes Project, including plan and specification review, submittal reviews, pre-construction meeting attendance, construction observation, progress meetings, pay application review, RFI responses, construction change review, materials testing oversight, substantial and final completion walkthroughs, as-built review, and project close-out support.
3) Authorization to execute a Local Agency Program (LAP) supplemental agreement to reconcile the LAP agreement total project cost with the FDOT's bid concurrence and Local Agency construction bid award.
The purpose of this supplemental agreement is to revise the LAP agreement total project cost to $3,458,082.00, which is a decrease of $280,504.00 in Federal Funds and $346,683.00 in local funds.
The following items are considered non-eligible for LAP payment, totaling $1,024,559.48, and are the responsibility of the Village of Wellington: 1" SP-9.5 Structural Course Asphaltic Course ($341,807.50), 1" Asphalt Milling ($87,210.00), Adjust Valve Boxes ($6,270.00), Adjust Manhole ($1,925.00), As-builts ($10,200.00), Material Testing Allowance ($20,000.00), Bonds ($35,000.00), Insurance ($10,000.00), and Owner Controlled Contingency ($512,146.98).
FDOT's contribution for construction will be $2,433,522.00 and Wellington's contribution will be $1,024,560.
The total estimated cost for the Greenbriar Blvd. Bike Lanes - Aero Club Dr. to Greenview Shores Blvd. Project is $3,677,141.88, consisting of $3,458,081.88 for construction services and $219,060.00 for construction engineering and inspection (CEI) services.
