REQUEST:                     Adoption of Ordinance No. 2024-23 amending the current Flood Damage Prevention provision, including the current language contained within Chapter 5, Article II “Flood Damage Prevention” to include certain minimum prerequisites, established by the NFIP Community Rating System and required by the Florida Department of Emergency Management (FDEM), for communities to qualify for or maintain class ratings of Class 8 or better.

EXPLANATION:                     To maintain mandatory compliance with the National Flood Insurance Program (NFIP), Wellington is required to amend the current Flood Damage Prevention Ordinance, approved by the FDEM, adopting the new Flood Insurance Study that goes into effect December 20, 2024. This Ordinance also provides for local amendments to the Florida Building Code previously adopted by the Village Council, to be reformatted as part of the floodplain management regulations.

 

In October 2003, the Village of Wellington qualified for the Community Rating System (CRS) Program. CRS is a component of the National Flood Insurance Program (NFIP). The program provides reductions in flood insurance premiums for residents and businesses within participating communities. The reductions are based on the community floodplain management programs and compliance with NFIP.

 

                     Based on the Insurance Services Office (ISO) reports, the Class 6 Community Rating System (CRS) rating saves the average property owner more than $100 per flood insurance policy, located in the Special Flood Hazard Area (SFHA), each year.

                     Based on the ISO reports, the Class 6 CRS rating saves the community nearly $39,000 in flood insurance premiums, located in the SFHA, each year.

                     Because Wellington adopted more stringent flood mitigation measures, Wellington has received a Class 5 (out of 10) rating in Federal Emergency Management Agency (FEMAs) CRS

                     There are approximately 3,500 flood insurance policies in Wellington.

                     Wellington residents are eligible for a 25% discount on their flood insurance policies located in the SFHA each year because of its CRS 6 rating (5% per rating class from 10).

 

Village Council heard this item at a public hearing (First Reading) on October 22, 2024 and approved it by a unanimous vote.
