ITEM: RESOLUTION NO. R2023-41 (THE LOCAL HOUSING ASSISTANCE PLAN FISCAL YEAR 2022/2023 - 2024/2025)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND ADOPTING AN AMENDMENT TO THE FISCAL YEAR 2022/2023 - 2024/2025 LOCAL HOUSING ASSISTANCE PLAN AS REQUIRED BY THE STATE HOUSING INITIATIVES PARTNERSHIP PROGRAM ACT, SUBSECTIONS 420.907-420.9079, FLORIDA STATUTES; AND RULE CHAPTER 67-37, FLORIDA ADMINISTRATIVE CODE; AUTHORIZING AND DIRECTING THE VILLAGE MANAGER TO EXECUTE ANY NECESSARY DOCUMENTS AND CERTIFICATIONS NEEDED BY THE STATE; AUTHORIZING THE SUBMISSION OF THE LOCAL HOUSING ASSISTANCE PLAN FOR REVIEW AND APPROVAL BY THE FLORIDA HOUSING FINANCE CORPORATION; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval for Resolution No. R2023-41 approving and adopting an amendment to the fiscal year 2022/2023-2024/2025 Local Housing Assistance Plan (LHAP), and authorize the Village Manager to execute any documents and certifications to carry out the terms and conditions of said program as required by the Florida Housing Finance Corporation.

EXPLANATION: Wellington remains committed to improving and maintaining our housing stock. Wellington is an “entitlement recipient” and eligible to participate in the Florida Housing Finance Corporation’s State Housing Initiative Partnership (SHIP) Program. SHIP is an affordable housing program enacted into law in 1992 through the William E. Sadowski Affordable Housing Act and is funded by a percentage of the State documentary stamp surtax on real estate transfers. Historically, this has created the largest housing trust fund in the country and has been a significant resource to entitlement cities, such as Wellington in creating and preserving affordable housing.
The proposed LHAP outlines the policies and procedures to best serve the community by homeownership strategies. The Village of Wellington proposes to amend the LHAP as follows:
Strategies proposed to receive an increase in funding source:
• Owner-occupied Rehabilitation (from $38,000 to $50,000)
• Emergency Repairs (from $10,500 to $15,000)
Strategies proposed to be eliminated from the LHAP:
• Rental Assistance
• Security and/or Utility Deposit
Additionally, a Disaster Response and Recovery housing strategy has been implemented in the event the State declares a state of emergency. In times of disaster, the SHIP network plays an important role with housing recovery assistance to low and moderate-income households by deploying funds for emergency repairs.
