ITEM: RESOLUTIONS ADOPTING THE BUDGETS AND ASSESSMENT RATES FOR SOLID WASTE COLLECTION AND WATER AND WASTE WATER UTILITIES
I. RESOLUTION NO. AC2014-06: A RESOLUTION OF THE BOARD OF SUPERVISORS OF ACME IMPROVEMENT DISTRICT ADOPTING THE WATER AND WASTEWATER UTILITY BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2014, AND ENDING SEPTEMBER 30, 2015; AND PROVIDING AN EFFECTIVE DATE.
II. RESOLUTION NO. R2014-46: A RESOLUTION OF THE COUNCIL OF THEVILLAGE OF WELLINGTON, FLORIDA ADOPTING THE SOLID WASTE COLLECTION PROGRAM BUDGET AND NON-AD VALOREM ASSESSMENT ROLL AND LEVYING THE NON-AD VALOREM ASSESSMENTS FOR SOLID WASTE COLLECTION AND DISPOSAL WITHIN THE JURISDICTIONAL BOUNDARIES OF WELLINGTON; PROVIDING FOR RATES AND APPOINTING AN AUTHORIZED REPRESENTATIVE OF WELLINGTON TO CERTIFY THE SOLID WASTE COLLECTION NON-AD VALOREM ASSESSMENT ROLL; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Council approval of Resolution numbers AC2014-06 and R2014-46 as presented adopting FY 2014/2015 budgets and assessment rates.

EXPLANATION:
I. Resolution No. AC2014-06 adopts Wellington's Fiscal Year 2014/2015 Water and Wastewater utility budget.
The accompanying budget for the Water and Wastewater utility totals $19.50 million (excluding depreciation).
Water and Wastewater rates will not increase on October 1, 2014 (Exhibit A attached).
II. Resolution No. R2014-46 sets forth the Solid Waste Collection Program budget and related non-ad valorem assessment for Fiscal Year 2014/2015.
The accompanying budget for the Solid Waste Collection program totals approximately $4.01 million (excluding depreciation).
Solid Waste assessment rates are $160 per curbside unit and $125 per containerized unit. This is the same as the proposed assessment approved for TRIM purposes on July 8, 2014 and unchanged from the prior year.
The accompanying Exhibit B sets forth the rates for FY 2014/2015. The Resolution provides for the Solid Waste Collection Program Non Ad-Valorem assessment rates, special services rates and container rental rates; and authorizes Wellington to collect at the time of issuance of the Certificate of Occupancy to newly constructed residential units, the same Solid Waste Collection and Recycling fee, on a pro-rata basis, as all other residential units pay through the annual property assessment process. Funds received from collection of the disposal fee will be used to compensate the Contractor for their disposal costs not covered by fees collected through the annual property assessment from assessed residential units. The fee collected is the same as that collected by the Solid Waste Authority of Palm Beach County for disposal costs.
The accompanying Exhibit C sets forth the Solid Waste Disposal Service rates for FY 2014/2015. The Solid Waste Authority assessment for single family units is proposed at $175 per unit and $100 per unit multifamily.

FISCAL IMPACT: Approval of the foregoing resolutions adopts the budgets and non-ad valorem assessment rates for the Solid Waste fund; and adopts the budget for the Water/Wastewater fund for the fiscal year commencing October 1, 2014 and ending September 30, 2015.

RECOMMENDATION: Staff recommends approval of the foregoing resolutions as presented to Council adopting the budgets and assessment rates for Solid Waste Collection and Water and Wastewater Utilities.
