EXPLANATION:                     Staff is seeking authorization to:

1) Execute a GMP Amendment with Wharton-Smith. Inc. for the Booster Pump Station #1 Improvements project in the amount of $5,896,206, which includes $269,594 in owner-controlled contingency. Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc.

The Village’s potable water system has two (2) remote sites, located at Booster Pump Station #1 & 2, that are utilized for storage and re-pumping to meet peak demands and fire flows.  The electrical equipment located at Booster Pump Station #1 is nearing the end of its useful life and is located within a drywalled area inside of the pump station building.  As such, the Village recently completed an evaluation to replace the existing electrical gear and has elected to construct a new hardened electrical building to the south of the existing building to house the proposed equipment.  The project proposes replacing the existing stand-by generator with a freestanding exterior backup generator.  The project design will also contain process piping improvements at the booster pump station site to enhance the reliability of the station. Substantial completion has been established at six hundred seventy-four (674) days from the Notice to Proceed. Final completion is established at sixty-three (63) days after reaching Substantial completion.  The Village may also utilize owner direct purchases for certain project materials and equipment, which could result in estimated sales tax savings of up to approximately $45,830.07.

2) Execute a Task Order to Kimley-Horn and Associates, Inc. for construction phase engineering services for the Booster Pump Station #1 Improvements project in the amount of $309,088.

On September 28, 2021, Council awarded an engineering services contract (RFQ# 202121) to multiple vendors.  As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village’s water and wastewater treatment engineering service providers.

3) Approval of Resolution No. R2026-57 amending the FY 2026-2027 Utility Fund budget will assign $1.5 million in unrestricted reserves to the Booster Pump Station #1 Improvement project to provide sufficient funding for the contract.
