ITEM: AUTHORIZATION TO UTILIZE A CITY OF PALM BEACH GARDENS CONTRACT AS A BASIS FOR PRICING FOR SUBSURFACE TURF DRAINAGE SYSTEM IMPROVEMENTS AT VILLAGE PARK SOCCER FIELDS

EXPLANATION: Multipurpose fields No. 13, 14, 15, and 16 located at Village Park (Exhibit 1) were constructed in 2004 and have not benefitted from any major renovations since that time. Staff has performed seasonal and annual maintenance over the years in order to maintain the playing surface as well as improve surface playability and reduce downtime resulting from field drainage issues and increased wear and tear of the playing surface. Due to the continued regular use of the fields and surface drainage and subsurface material issues not addressed as part of the original design and construction project, it is necessary to undertake renovations to the fields and the subsurface drainage system. This project was originally evaluated as the only remaining fields at Village Park to not have undergone a substantial renovation effort and as such was reviewed and designed for a major renovation. Subsequent to staff's review of the plans and cost estimate prepared by the Engenuity Group, we undertook a value analysis of the project in order to effect a phased implementation to the necessary improvements. Based on our analysis, the proposed scope of work includes: subsurface drainage improvements including materials and labor for the excavation and installation of drainage pipe (high-density polyethelyne [HDPE] and Multiflow) as well as sand and sod (Celebration) in all impacted work areas. This scope addresses the key drainage issues and water management on these fields and allows for the balance of the original scope of work (elevation and grading modifications) to be completed in the future as may be required.
In addition to use of the fields, the proposed improvements address one of the most significant issues of the original field design and construction: various areas with poor drainage. Accordingly, we are proposing drainage improvements for the fields which together with our continued annual and seasonal maintenance programs should significantly improve the playing surface on the fields.
In order to effect the foregoing improvements, we are seeking authorization to utilize a recently awarded City of Palm Beach Gardens contract (2015-042PF) as a basis for pricing for such repairs. In November 2014, Palm Beach Gardens received sealed unit price bids from four (4) qualified firms to furnish and install subsurface turf drainage systems at three (3) natural athletic City fields. In December 2014, Palm Beach Gardens entered into an agreement with Sports Turf One, Inc. the lowest responsive bidder. The unit prices provided by Sports Turf One, Inc., as part of the Palm Beach Gardens bid, resulted in a total price for the project of 23% or $95,000 less than the next lowest bidder. Staff is seeking authorization to utilize the same unit prices provided by Sports Turf One, Inc. as a basis for pricing for the repairs required at Village Park. The total cost of the Village Park project utilizing the same unit pricing submitted as part of the Palm Beach Gardens bid is $326,992.00. The project is scheduled to begin in April with a projected completion timeframe of late June.
Sports Turf One, Inc., a Palm Beach County local vendor, has been a leader in the sports turf business for almost twenty years, having completed successful projects for local governments such as the Boca Raton, Lake Worth, Charlotte County, St. Johns County, Parkland, Miami, Pembroke Pines and Hollywood. They have successfully completed projects for Wellington in the past as well.
Staff recommends entering into an agreement with Sports Turf One, Inc. in the amount of $326,992.00 utilizing a recently awarded City of Palm Beach Gardens bid as a basis for pricing.
