REQUEST:                     Approval of three separate agreements with Florida Power and Light Company, Crown Castle Fiber LLC, and Hotwire Communications, Ltd, to underground existing aerial power and communication facilities near Village raw water supply wells.

EXPLANATION:                     The Village owns and operates 18 raw water supply wells to supply raw water the water treatment plant. Wells 19 and 20 are located on 50th Street immediately adjacent to the right-of-way and behind existing aerial facilities owned by Florida Power and Light Company (FPL), Crown Castle Fiber LLC (Crown Castle), and Hotwire Communications, Ltd (Hotwire). The existing overhead facilities limits maintenance options for the raw water wells as the cranes that are needed to perform certain maintenance activities cannot be safely deployed near the overhead lines. As such, the Utility intends to underground the existing overhead facilities near the wells to improve access. 

 

In January 2022, Village Council authorized a Guaranteed Maximum Price (GMP) Amendment to Wharton-Smith for the Well Variable Frequency Drive (VFD) Project. This project included a $200,000 allowance for the specific purpose of overhead to undergrounding conversion at several wells in the southern wellfield including Wells 19 and 20. Since that authorization, Village staff has coordinated engineering designs, contracts, and prices with FPL, Crown Castle, and Hotwire for undergrounding of the existing overhead facilities directly in front of the well. The details of the contracts are below:

 

1.                     For FPL, the Village’s contractor will install two 6-inch conduits in 50th Street near Well 19 and 20 for FPL’s use in installing underground cable. FPL will install new feeder cable in the conduit and remove the existing overhead lines. There will be no charge to the Village to FPL for this conversion.

2.                     Crown Castle will relocate their aerial fiber along 50th Street near Well 19 and 20 using two 1.5-inch conduits. Crown Castle will perform all engineering, permitting, construction, and existing overhead line removal. The Village will reimburse Crown Castle $40,890.00.

3.                     Hotwire will relocate their aerial fiber along 50th Street near Well 19 and 20 using two-2-inch conduits. Hotwire will perform all engineering, permitting, construction, and existing overhead line removal. The Village will reimburse Crown Castle $63,235.00

 

The existing Wharton-Smith contract amount for the Well Variable Frequency Drive (VFD) Project will be reduced by $104,125.00 so that funds can be reallocated to provide direct payment to Crown Castle and Hotwire for the undergrounding work. With the remaining Well Undergrounding Allowance funds on the project and contingency funds, the Village will authorize a not-to-exceed expenditure of $124,169.33 to Wharton-Smith for the installation of the two 6-inch conduits to be provided by the Village for FPL use. 

 

Total cost to the Village for this work is $228,294.33. All funds for this will come from funds previously encumbered in the Well Variable Frequency Drive (VFD) Project.
