REQUEST:  Authorization to enter into an agreement with FDOT for the maintenance of high mast lights along the SR7 corridor.

EXPLANATION:  Pursuant to an interlocal agreement between Palm Beach County and the Village of Wellington (attached as Attachment #1), Wellington must assume responsibility for the maintenance of twenty-nine (29) high mast lights along the SR7 road corridor and within the Village of Wellington corporate limits.  A location map showing the lights is provided as Attachment #2.
 
SR7 is a state roadway.  The Florida Department of Transportation (FDOT) reimburses municipalities for most of the operation and maintenance costs for the lights provided the municipality enters into a maintenance agreement with FDOT.  A copy of the agreement is attached as Attachment #3. The current rate of reimbursement is $201.58 per lumen per year.  Each high mast light has three (3) lumens for a total of 87 lumens.  The annual reimbursement would be $17,537.46.  The total expected annual operation and maintenance cost is estimated at $25,000.  The net $7,500 balance is included in the FY15 budget.  The base rate paid by FDOT changes each year depending on inflation and other factors.
 
The turnover of the lights from Palm Beach County to Wellington occurred on October 1, 2014.  Wellington will be reimbursed by FDOT on pro rata basis starting on October 1, 2014.  The agreement will be retroactive to October 1, 2014.
