ITEM: RESOLUTION NO. R2024-61 (REVISED UNIFIED PALM BEACH COUNTY LOCAL MITIGATION STRATEGY PLAN)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING APPROVAL AND ADOPTION OF THE REVISED UNIFIED PALM BEACH COUNTY LOCAL MITIGATION STRATEGY PLAN AS REQUIRED BY THE DISASTER MITIGATION ACT OF 2000; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Authorization and approval to adopt the revised unified Palm Beach County Local Mitigation Strategy (LMS) Plan for 2024.

EXPLANATION: Under the auspices of the Disaster Mitigation Act of 2000, the Federal Emergency Management Agency (FEMA) required that all Local Mitigation Strategy (LMS) programs be brought into compliance with federal requirements by November 2004. Wellington adopted by Resolution No. R2004-134, the plan drafted by the County, which had been approved by FEMA. FEMA mandates that the plan be updated every five (5) years and submitted for State and FEMA review and approval.
A FEMA-approved Unified Local Mitigation Strategy Plan makes Wellington eligible to apply for and receive both pre and post-disaster federal mitigation funding. Palm Beach County requested that municipalities provide updates to specific sections of the plan and then updated its plan with the information received from the municipalities. The revised Unified Local Mitigation Strategy Plan was approved by FEMA and subsequently approved and adopted by Palm Beach County. FEMA, through its local LMS Steering Committee, requires this update to be adopted by the participating municipalities. Wellington adopted the LMS Plan through Resolution No. R2019-67 on November 12 , 2019. The attached plan is the required five (5) year update.
