ITEM: ORDINANCE NO. 2026-01 (WATER SUPPLY FACILITIES 10-YEAR WORK PLAN AND RELATED UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN)
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, ADOPTING WELLINGTON’S WATER SUPPLY FACILITIES 10-YEAR WORK PLAN AND AMENDING WELLINGTON’S COMPREHENSIVE PLAN TO INCORPORATE THE WORK PLAN BY REFERENCE WITHIN THE PUBLIC FACILITIES ELEMENT AND CAPITAL IMPROVEMENT ELEMENT, AS REQUIRED BY FLORIDA STATUTES; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: To incorporate, by reference, the Water Supply 10-year Work Plan into Wellington’s Comprehensive Plan and modify the text for references to the Public Facilities and Capital Improvement elements to be consistent with the Work Plan.

EXPLANATION: Sections 373.709 and 163.3177(6)(c)3, Florida Statutes, require that a local government's water supply and work plan be updated within 18 months after a water management district's governing board approves an updated regional water supply plan. The purpose of the update is to reflect any changes in the regional plan that affect the local water supply and work plan. The South Florida Water Management District (SFWMD) adopted a new regional water supply plan (the Lower East Coast Water Supply Plan (LECWSP)) on September 12th, 2024. Wellington’s Water Supply Facilities 10-year Work Plan (Work Plan) was recently updated and is consistent with the SFWMD LECWSP. The proposed ordinance adopts the Work Plan and incorporates it by reference as part of the Public Facilities and Capital Improvement Elements of the Comprehensive Plan. Additionally, all Work Plan references in each of the respective elements of the Comprehensive Plan are updated.
At the January 21, 2026 Planning, Zoning and Adjustment Board meeting, the board recommended approval of the request with a 7-0 vote.
At the February 10, 2026 Council meeting, the board recommended approval of the request with a 5-0 vote.
