REQUEST: Authorization to utilize Florida Sheriffs Association (FSA) contract #16-VEH14.0, FSA 16-VEL-24.0, State of Florida Contract #21100000-15-1, National Joint Powers Alliance (NJPA) contract #031014 and #102811, as a basis for pricing, for the purchase and delivery of vehicles and equipment in the total amount of $647,122.72, and authorization to dispose of existing surplus vehicles and equipment, pursuant to Village disposition policies.

EXPLANATION: In accordance with approved equipment replacement schedules, staff is requesting authorization to purchase FY 2017 budgeted vehicles and equipment. Purchases are for the vehicles and equipment specified below, from authorized dealers, and at the lowest possible cost. The Florida Sheriffs Association, National Joint Powers Alliance and the State of Florida, each provide a venue for all Florida vendors to propose prices for the sale of their vehicles and equipment. Award is made to the lowest responsive and responsible bidder. Consequently, year after year, the lowest prices are found on FSA, NJPA and State of Florida contracts, from which multiple State and local government agencies make their purchases.
After researching each of the awarded contracts (FSA, NJPA, State of Florida), staff found the lowest price per vehicle/equipment as summarized below:

In addition, due to age and condition, staff is seeking authorization to dispose of existing surplus vehicles and equipment as summarized in Exhibit A, attached. The surplus vehicles and equipment will be sold on Govdeals.com, the Village’s approved auction site.
Staff requests authorization to utilize FSA, NJPA and State of Florida contracts for purchase and delivery of vehicles and equipment, as well as authorization to dispose of surplus items pursuant to Village policies and procedures.
