REQUEST: Authorization to award a contract to B&B Underground Construction, Inc., for the Stratford Area Water Main Replacement Project, in the amount of $2,851,764.40.

EXPLANATION: The intent of this project is to improve drinking water service reliability and to improve fire flow protection by increasing the amount of water available in the event of a fire. Project elements include the replacement of existing water distribution piping (approximately 4.1 miles of new 8 inch pipe), service lines, meter boxes, fire hydrants (5-1/4 inch) and valves in the Stratford area. Roadways, driveways, sidewalks, swales and other areas affected by the construction activities will be restored and/or replaced. In December, 2015, letters were sent to residents in the project area informing them about the project. A handful of minor concerns and questions were received. These have been successfully addressed with no issues. Prior to initiating construction, signs will be posted at each entrance from Forest Hill Blvd. and Wellington Trace notifying residents about the project.
On December 21, 2015, Wellington released ITB #023-15/DZ on Demandstar seeking qualified bidders to provide such service. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On January 27, 2016, four (4) proposals were received.

B&B Underground Construction, Inc., submitted the lowest responsive, responsible bid. Staff is recommending award of contract to B&B Underground Construction, Inc., a Palm Beach County local vendor, in the amount of $2,851,764.40, including a $334,783.05 contingency. B&B Underground Construction, Inc., successfully completed a similar project for Wellington in 2015. The approved budget for this project is $3,400,000.
