ITEM: AUTHORIZATION TO AWARD A CONTRACT FOR UTILITY PROCESS CONTROL SYSTEMS MAINTENANCE AND MODIFICATION TO PROCESS CONTROL CONSULTANTS, INC
REQUEST: Authorization to award a contract for utility process control systems maintenance and modification to Process Control Consultants, Inc. in an amount not to exceed $110,500.

EXPLANATION: The Utilities Department uses state-of-the-art computerized process control systems to operate, monitor, and manage water treatment and water reclamation facilities in order to provide the level of service expected by its customers and to meet regulatory requirements. The process control systems include various specialized instruments, computers, and proprietary software programs. These systems require routine maintenance, upkeep, and modification in order to meet new regulatory and/or operational needs.
On September 22, 2014, Wellington released ITB #027-14/JWV seeking qualified vendors to provide utility process control systems maintenance and modification. On October 15, 2014, two (2) proposals meeting the specifications of the bid were received:

Staff requests award to the lowest responsive and responsible bidder, Process Control Consultants, a Western Community local vendor. Process Control Consultants is our current service provider and has provided outstanding service. Staff recommends awarding a new contract to Process Control Consultants to provide utility process control systems maintenance and modification beginning December 1, 2014 through September 30, 2017, with a provision for two additional one year renewals, at a cost not to exceed $110,500 annually.
