EXPLANATION: 1) Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc. Staff is seeking authorization to issue an Amendment, providing a Guaranteed Maximum Price for the Water Treatment Plant (WTP) Raw Water Main Interconnect and Replacement Project in the amount of $847,230.86 (Base Bid + Alternate) which includes $30,000.00 (Base Bid + Alternate) in owner-controlled contingencies.
The Village currently operates three separate wellfields, with the southern wellfield feeding the existing lime softening treatment plant. In order to facilitate the Village’s transition to all-membrane treatment, the water from the lime wellfield must be diverted to the membrane plant. The Village will accomplish this with the construction of an interconnect in the raw water piping that will combine the north, south, and east wellfields and allow the Utility to divert flow to the membrane plant as well as allow for operational flexibility in the wellfields. The design will also include provisions to maintain the desired water pressure for the lime plant and the membrane plant. Concurrently with the construction of the interconnect, the Utility is proposing to construct a bid alternate item for the replacement of approximately 450 feet of 24-inch fiberglass raw water main. The fiberglass raw water main is the critical incoming line to the membrane plant. The Utility is proposing to replace the portion of the line adjacent to the interconnect with 24-inch PVC pipe. Fiberglass water main is difficult to repair and tends to become brittle over time; fittings and repair materials for PVC are more readily available. Replacement of the aging fiberglass line will increase the resiliency of the membrane plant influent main. Substantial completion has been established at two hundred sixty-four (264) calendar days from the notice to proceed. Final completion is established at thirty (30) calendar days after reaching Substantial Completion.
2) Execute a Task Order to Kimley-Horn and Associates, Inc. for construction phase services for the Water Treatment Plant (WTP) Raw Water Main Interconnect and Replacement Project in the amount of $21,442.00.
On September 28, 2021, Council awarded an engineering services contract (RFQ# 202121) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize such contract with Kimley-Horn and Associates, Inc. to provide water and wastewater treatment engineering consulting services to the Village.
Village staff has requested that Kimley-Horn and Associates, Inc. provide a proposal to render construction phase services for the Water Treatment Plant (WTP) Raw Water Main Interconnect and Replacement Project. Kimley-Horn and Associates, Inc. has provided a proposal to attend meetings, respond to questions, conduct site-visits, review drawings, and provide other construction phase services.
Staff recommends 1) Awarding a contract to Wharton-Smith, Inc. for the Water Treatment Plant (WTP) Raw Water Main Interconnect and Replacement Project in the amount of $847,230.86 and 2) Execute a task order with Kimley-Horn and Associates, Inc. for construction phase services for the Water Treatment Plant (WTP) Raw Water Main Interconnect and Replacement Project in the amount of $21,442.00.
