REQUEST:  Authorization to award a contract to Western Communities Transportation, Inc. dba Wellington Cab, Inc. to provide Senior Transportation Program Services.

EXPLANATION:  Wellington established the Senior Transportation and Rides (STAR) program to provide safe and affordable door-to-door taxi cab transportation for Wellington senior citizens sixty-two (62) years and older. The existing contract for these services is set to expire on September 30, 2014 and provides for no additional renewal options.
 
On June 16, 2014, Bid #022-14/JWV was released seeking qualified firms to provide these services. The bid was advertised in the Palm Beach Post, on Demandstar, and on the Village's website.  In addition, staff contacted ten additional local vendors that provide similar services. On July 2, 2014, two proposals were received as summarized below:

The program consists of eight (8) free one-way trips to each eligible senior, provided monthly, for destinations within the Village, such as medical facilities, food markets, and religious institutions.
 
The Village currently pays Western Communities Transportation a total of $18.00 per one way trip ($14.00 paid by Wellington and $4.00 paid by CDBG funds). The proposed price of $20.00 includes a $2.00 increase from the current contract. The proposed increase signifies an additional $6,000 in annual expenditures.
 
The initial term of the contract is for two (2) years from the date of award with no price increases allowed. Thereafter, three (3) additional one year renewals are possible. Staff recommends award to the lowest responsive and responsible bidder, Wellington Cab, a Western Community local vendor.
