ITEM: RESOLUTION NO. R2024-53 (EMPLOYEE HEALTH INSURANCE)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE MANAGER TO (1) AWARD A CONSUMER DRIVEN HEALTH PLAN (CDHP) AGREEMENT WITH CIGNA HEALTHCARE TO PROVIDE HEALTH INSURANCE TO ELIGIBLE EMPLOYEES, DEPENDENTS, AND RETIREES, AND APPROVE HRA FUNDING FOR EACH ELIGIBLE EMPLOYEE TO COVER ALL COSTS ASSOCIATED WITH ANNUAL DEDUCTIBLES; (2) RENEW A CONTRACT WITH CIGNA TO PROVIDE DENTAL INSURANCE TO ELIGIBLE EMPLOYEES, DEPENDENTS, AND RETIREES; (3) RENEW A CONTRACT WITH EYEMED TO PROVIDE VISION INSURANCE TO ELIGIBLE EMPLOYEES, DEPENDENTS AND RETIREES; (4) RENEW A CONTRACT WITH NEW YORK LIFE TO PROVIDE LIFE/AD&D AND DISABILITY INSURANCE; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Authorization to approve Resolution No. R2024-53 to (1) Award a Consumer Driven Health Plan (CDHP) agreement with CIGNA Healthcare to provide health insurance to eligible employees, dependents, and retirees, at a cost of approximately $6,474,639.96 annually, and approve HRA funding for each eligible employee at a cost of approximately $678,000 to cover all associated annual deductibles; (2) Renew a contract with CIGNA to provide dental insurance to eligible employees, dependents, and retirees at an annual cost of approximately $378,218.28; (3) Renew a contract with EyeMed to provide vision insurance to eligible employees, dependents, and retirees at an annual cost of approximately $31,974.48; (4) Renew a contract with New York Life to provide Life/AD&D and disability insurance, to eligible employees, at a cost of approximately $285,870.52.

EXPLANATION: HEALTH INSURANCE PLAN AND HEALTH REIMBURSEMENT ACCOUNT (HRA): The Village currently offers group medical insurance to eligible full-time employees, dependents, and retirees through CIGNA Healthcare at a cost of approximately $6,171,773.40 annually based on current enrollment of 296 active participants (employees, not including dependents). In addition, the Village currently funds all annual calendar year deductibles utilizing a Health Reimbursement Account (HRA) at a cost of approximately $678,000. The total cost of the existing Consumer Driven Health Plan with CIGNA ($6,171,773.40) plus the existing HRA ($678,000) is approximately $6,849,773.40
The existing Consumer Driven Health Plan with CIGNA is set to expire on December 31, 2024. CIGNA has proposed an annual premium of $7,152,639.96 ($6,474,639.96 in premium and $678,000 in HRA); this represents an increase of approximately $302,866.56 or approximately 4% from the current calendar year. The only change in the plan design is that out of network benefits are removed in their entirety. However, coverage will be treated as in-network for emergency rooms, urgent care centers, and non-participating physicians that treat you at in-network facilities. Other municipalities who offer in-network only coverage include, PBSO, SFWMD, City of West Palm Beach, City of Delray Beach, City of Boynton Beach, City of Ft. Lauderdale plus many others. The annual savings based on this change is approximately $600,000 or 10% of the total premium amount.
In order to offset the potential increase, proposed employee contributions will increase slightly as summarized below:

CIGNA’s proposed renewal with a slight increase to employee contributions (summarized above) is ($6,474,639.96) plus the existing HRA ($678,000) is $7,152,639.96 an increase of approximately $302,866.56 or 4% from the existing premium and HRA.
Staff recommends awarding a CDHP agreement with CIGNA Healthcare for one-year, effective January 1, 2025, through December 31, 2025, in the amount of $7,152,639.96, to include funding all calendar year deductibles utilizing an HRA at a cost of $678,000 annually. The total cost is $7,152,639.96 ($6,182,427.12 paid by the Village and approximately $970,212.84 paid by employees through payroll deductions).
DENTAL INSURANCE:
The Village currently offers dental insurance to eligible employees, dependents, and retirees through a CIGNA Total Network Plan at a cost of approximately $367,208.76. The contract with CIGNA is set to expire on December 31, 2024. CIGNA has agreed to renew the contract effective from January 1, 2025 through December 31, 2025, with a minimal increase of $11,009.52 for 2025, and no plan changes.
Staff recommends renewing the existing contract with CIGNA to provide dental insurance to eligible employees, dependents, and retirees, at a cost of approximately $378,218.28 (approximately $287,306.82 paid by the Village and $90,911.46 paid by the employee).
VISION INSURANCE:
The Village currently offers vision insurance to eligible employees, dependents, and retirees through EyeMed at a cost of approximately $31,974.48. EyeMed has agreed to renew the existing contract with no change in premium or coverage.
Staff recommends awarding a new contract to EyeMed to provide vision insurance to eligible employees, dependents, and retirees, at a cost of approximately $31,974,48 ($23.996.16 paid by the Village and $7,978.32 paid by the employee).
LIFE/AD&D AND DISABILITY INSURANCE:
The Village’s existing Life/AD&D and Disability insurance with New York Life is set to expire on December 31, 2024. New York Life has agreed to renew the agreement effective through December 31, 2025, with no price increases and no plan changes.
Staff recommends renewing the existing contract with New York Life to provide Life/AD&D and Disability insurance, at a cost of approximately $285,870.52. The benefit is available to all eligible employees at no cost.
