ITEM:                     AUTHORIZATION TO AWARD ANNUAL PUBLIC WORKS CONTRACTS TO MULTIPLE VENDORS

 

REQUEST:                     Authorization to award annual public works contracts to multiple vendors.

EXPLANATION:                     The Public Works, Utilities, and Engineering Departments utilize annual contracts for planned capital maintenance projects such as canal cleaning, installation of drainage pipe/structures, swale reconstruction and roadway/pathway base installation, as well as unscheduled emergency repair and maintenance projects.

 

The existing annual public works contracts are set to expire on January 11, 2026. On November 4, 2025, Wellington released ITB #003-26/MM, seeking qualified vendors to provide such services on Demandstar. The solicitation was also advertised on the Palm Beach County’s Legal Notice site. On December 11, 2025, eight (8) proposals were received.

Staff recommends awarding to the seven (7) qualified bidders who were low on at least one item and staff will utilize the unit prices provided by each to determine the lowest priced vendor on a project-by-project basis.

 

Below is a summary of Public Works projects estimated to exceed $50,000 proposed for Fiscal Year 2026:

 

                     Swale Maintenance: For various swale areas in and around inlets and problem areas throughout the Village - approximate cost of $225,000.00.

                     Swale Reconstruction: Reconstruction prior to paving projects in neighborhoods and major roadways around inlets and problem areas - approximate cost of $350,000.00.

                     Dredging and Desilting: Areas to be determined - approximate cost of $100,000.00.

                     Rip Rap Installation: Various areas around culvert pipes and canal banks to prevent erosion with the drainage system. Locations to be determined -approximate cost of $100,000.00.

                     Culvert Replacement - Village Park south of gymnasium replacement of 24” RCP - approximate cost of $150,000.

                     Major Culvert Replacement: Galloway Trail and the C-15 Canal. Upgrading from a 48” RCP to 72” CAP pipe to increase water flow to the pump stations -approximate cost of $300,000.00.

 

The initial term of the contract is for three (3) years from the date of award with the option to renew for two (2) additional one (1) year periods.
