EXPLANATION: The Public Works Department, Surface Water Division, maintains the Village’s stormwater pump stations that provide critical flood control. Staff has determined that the mechanical components at three pump stations requirement refurbishment in order to maintain reliable operations.
• Hydro Component Systems, Inc.- Pump Station #4 -Trash Raker
Pump Station #4 is located at 10 Ousley Farms Road at the C-2 and C-51 canals. The trash raker, installed in 2004, requirements comprehensive reconditioning, including inspection; rebuilding the boom and rake head assembly; preventive maintenance on motors and gearboxes; replacement of the conductor bar assembly; and full operational testing.
Refurbishment of the Pump Station #4 trash raker was previously approved in FY25/26. However, an unexpected issue arose at Pump Station #3 when its trash raker sustained a twisted boom, requiring immediate repairs. Because the refurbishment cost was the same, the Pump Station #3 work was substituted for the approved Pump Station #4 work. Refurbishment of the Pump Station #4 trash raker was therefore deferred to FY26/27.
Hydro Component Systems, LLC is the original manufacturer and sole provider of the Village’s trash rake systems. The cost for reconditioning is $97,515.00. Public Works has advised that the useful life of these repairs is estimated to be approximately six (6) years. By comparison, the cost to replace this trash rake with similar equipment (excluding the frame) is approximately $450,000.00.
• MWI Corporation d/b/a MWI Pumps - Pump Station #6 and #9 - Refurbishment
Pump Station #6, located at 11075 Acme Road on the C-8 canal, was installed in 2004. Pump Station #9, located at 4499 Flying Cow Ranch Road on the C-1 canal was installed in 2009. The work at both stations includes transportation, crane services, and labor to remove and install the pumps; shaft repairs as required; replacement of line-shaft and cutlass bearings, gaskets, and hardware; seal repairs or replacement; welding repairs; verification of impeller pitch and rebalancing; sandblasting and epoxy coating, and reassembly with stainless steel hardware. Pump Station #6 scope also includes replacement of lubricants with environmental grease. These the second pumps at both stations to be refurbished.
MWI Corporation d/b/a MWI Pumps is the original manufacturer and sole provider of specialized repair services for the large vertical line-shaft pumps installed at these stations.
Pursuant to the Village’s Purchasing Manual, sole source purchases are exempt from competition. However, since expenditures exceed $50,000.00 Council approval is required.
