EXPLANATION: The Village’s Utilities Department operates a 13 million gallon per day (MGD) nanofiltration water treatment plant and a 10 MGD wastewater treatment plant, along with wastewater collection, water distribution, and a raw water wellfield connected through the Village’s utility communications network. The Utilities Department is seeking to develop a comprehensive Operational Technology Master Plan to enhance operational efficiency, resiliency, reliability, maintainability, and emergency responsiveness.
The master plan will evaluate and prioritize technology improvements related to process control, SCADA, networking and communications (including Village fiber optics), workflow optimization, edge upgrades, and overall system resiliency. Hillers Electrical Engineering, Inc., together with its subconsultant Hazen and Sawyer, will provide professional services to support this initiative.
On March 14, 2023, the Village Council awarded an engineering services contract (RFQ 202304) to multiple vendors. As part of this solicitation, Hillers Electrical Engineering, Inc. was selected as one of Wellington’s engineering service providers.
Staff is seeking authorization to issue a Task Order to Hillers Electrical Engineering, Inc. to provide professional engineering services for the Utilities Operational Technology Master Plan in the amount of $123,000.52.
