ITEM: AUTHORIZATION TO EXECUTE A TASK ORDER WITH HAZEN AND SAWYER, P.C. FOR UPDATES TO THE 2021 RISK AND RESILIENCE ASSESSMENT (RRA) AND EMERGENCY RESPONSE PLAN (ERP)
REQUEST: Authorization to execute a Task Order with Hazen and Sawyer, P.C. to update the 2021 Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP) for water systems, in compliance with the America’s Water Infrastructure Act (AWIA) of 2018, at a total cost of $72,335.00.

EXPLANATION: The Environmental Protection Agency (EPA) mandates that utilities serving populations over 3,300 update and recertify their RRA and ERP every five (5) years under AWIA. The America’s Water Infrastructure Act (AWIA) requires the Village to recertify its RRA by December 31, 2025, and the 2021 ERP by June 30, 2026.
On September 28, 2021, the Village Council awarded RFQ 202121 for engineering services, which pre-qualified Hazen and Sawyer, P.C. as a water/wastewater engineering consultant. Staff proposes utilizing this existing contract to engage Hazen and Sawyer, P.C., who will subcontract with Launch! Consulting, Inc., to update the 2021 documents using current industry best practices, recent utility data, and feedback from Village staff. The updates will include revised assessments of physical and operational risks, mitigation strategies, incident action checklists, and compliance documentation suitable for EPA review.
Staff recommends awarding a task order to Hazen and Sawyer, P.C to provide engineering consulting services to update the Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP) for water systems at a total cost of $72,335.00.
