AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, AMENDING THE WELLINGTON COMPREHENSIVE PLAN (PETITION NUMBER 2019-05 CPA 3) BY CHANGING THE FUTURE LAND USE MAP DESIGNATION FROM CONSERVATION TO REGIONAL COMMERCIAL/LARGE SCALE MULTIPLE USE (RC/LSMU) FOR A PORTION OF CERTAIN PROPERTY KNOWN AS WELLINGTON GREEN TRACT W-5, TOTALING 8.59 ACRE, MORE OR LESS, LOCATED APPROXIMATELY 1/2 MILE WEST OF THE INTERSECTION OF STATE ROAD 7 AND LIME DRIVE, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval of Ordinance No. 2019-08, a Comprehensive Plan Amendment to amend the Future Land Use Map (FLUM) designation from conservation to regional commercial/large scale multiple use (RC/LSMU) for a portion of Wellington Green Tract W-5.

EXPLANATION: The petitioner is seeking a Comprehensive Plan Amendment (CPA) to change the FLUM designation for an 8.59 acre portion of Wellington Green Tract W-5 totaling 17.62 acres from Conservation to Regional Commercial/Large Scale Multiple Use (RC/LSMU).
The request is to use an 8.59 acre portion of Tract W-5 for development of 185 multi-family residential units for expansion of the approved 273 unit multi-family residential development know as Axis Luxury Apartments (Wellington Green PUD Pod “C”). A total of 9.03 acres of Tract W-5 will remain as Conservation (wetland) and will be refurbished to enhance the quality of the existing wetlands.
At the August 14, 2019 Planning, Zoning and Adjustment Board (PZAB) meeting, the Board recommended approval (5-2 vote, with Ms. Mariaca and Mr. Shullman dissenting) of Ordinance No. 2019-08, a Comprehensive Plan Amendment to amend the Future Land Use Map (FLUM) designation from conservation to regional commercial/large scale multiple use (RC/LSMU) for a portion of Wellington Green Tract W-5.
The petitioner is also seeking a companion Master Plan Amendment, which will be scheduled for a future Council Meeting after first reading of the CPA. The combined Comprehensive Plan and Master Plan Amendment staff report along with the supporting exhibits are provided for explanation of the overall proposed project.
