REQUEST:  Authorization to award an annual canal bank and land clearing contract to multiple vendors.

EXPLANATION:  During rain and wind storm events, vegetation growing along canal bank drainage easements can splinter, uproot, and scatter into waterways. As a result, the free flow of water necessary for proper drainage is blocked.  In an effort to prevent these issues throughout the Village, Public Works implemented a Canal Bank Restoration Project in 2013.  Public Works estimates the project will continue over the next 3 - 4 years with expected expenditures in the range of $400,000 to $500,000.  The majority of the work will take place on the canal bank rights of way and/or easements.  
 
On October 27, 2014, Wellington released ITB 033-14/DZ on Demandstar.  The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On November 19, 2014, four (4) proposals were received.

In order to meet the needs of various departments, staff is recommending award of contract to all responsive, responsible bidders to create a pool of qualified vendors.  
 
When services are required for individual projects, the pool of awarded vendors will be invited to provide a quote for that particular project, based on unit prices provided in each proposal. Vendors will be notified and provided a date and time for site inspection. Failure to attend the site inspection, will forfeit the opportunity to quote on that specific project.  The term of the unit price contract shall be for three (3) years from date of award, and by mutual agreement between the Village and the awardee(s), be renewable for two additional one year periods.  
 
A summary of projects individually exceeding $25,000, in  estimated expenditure, is listed below:  
 
·      C-24 canal bank ( n. side ) along 40 St. S between the C-4 canal & South Rd - 70,000.00
·      C-13 canal banks ( both sides ) between the C-9 canal and F. Hill Blvd. -  $60,000.00  
·      C-13A/C-13B canal banks (both sides) between Well. Trace and the C-13 canal - $65,000.00
·      C-5 canal banks ( both sides ) between Wellington Trace and the C-9 canal- $70,000.00
·      C-3 canal banks ( both sides ) between Wellington Trace and the C-9 canal -  $60,000.00
·      C-12 canal banks ( both sides ) between Lake Wellington and the C-5 canal - $55,000.00
·      C-4A canal banks between the C-4 canal and South Shore Boulevard - $50,000.00
·      C-14 canal (between C-51 and C-28 canal) - $40,000.00
 
Staff recommends awarding a contract to all four responsive, responsible bidders.
