ITEM:  AUTHORIZATION TO AWARD A CONTRACT FOR STRIBLING WAY AND FAIRLANE FARMS ROAD LANDSCAPE AND IRRIGATION IMPROVEMENTS

 

REQUEST:  Authorization to award a contract to Next Era Landscaping, LLC for Landscaping and Irrigation Improvements at Stribling Way and Fairlane Farms Road in the amount of $34,874.58.

EXPLANATION:  This project was part of the approved FY16 Capital Improvement Plan and provided much needed improvements to the Stribling Way and Fairlane Farms Road intersection.  The intent of this project is to enter into a construction contract for landscaping and irrigation improvements for the Stribling Way and Fairlane Farms Road roundabout project.  The lighting and electrical improvements phase of the project, is currently under construction and anticipated to be completed by the end of January.  This phase of the project includes the installation of landscaping and the accompanying irrigation system, as shown on the project plans (attached).

 

On August 7, 2016, Wellington released ITB #026-16/DZ on Demandstar seeking qualified bidders to provide such service.  The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website.  On August 29, 2016, no proposals were received.

 

Pursuant to the Village’s Purchasing Manual: “In situations where, after implementing a competitive solicitation, no responsive and responsible bids, proposals or replies meeting the solicitation requirements are received, or it becomes apparent to Wellington, in its sole discretion, that it would be futile or impractical to advertise a new competitive solicitation, then the procurement may be exempted from competitive solicitation unless applicable law or grant agreement mandates the revision and re-advertisement of a competitive solicitation”.

 

Since the Village released a competitive solicitation (ITB #026-16/DZ) and no bids were received, the Purchasing and Engineering departments collectively initiated a separate solicitation process whereby three (3) written quotes were received:

 

1.                     Next Era Landscaping, LLC - $34,874.58

2.                     Landscape Service Professionals, Inc.  - $46,466.58

3.                     A Cut Above Landscape and Maintenance, Inc. - $55,709.78

 

Staff recommends authorizing a contract with Next Era Landscaping, LLC, a Palm Beach County local vendor, in the amount of $34,874.58 (lowest priced quote), to provide landscaping and irrigation at Stribling Way and Fairlane Farms Road.
