REQUEST:                     Authorization to 1) Renew Disaster Debris Recovery contracts with Ceres Environmental Services, Inc., Phillips and Jordan, Inc. and Crowder-Gulf Joint Venture, Inc. 2) Ratify order ranking of the Disaster Debris Recovery contracts 3) Continue utilizing backup contracts awarded by Solid Waste Authority (SWA) of Palm Beach County in the event that the Village’s contracted Disaster Recovery Service vendors are non-responsive.

EXPLANATION:                     1) On May 10, 2022 the Village Council approved three (3) stand-by contracts for Disaster Recovery Services.  The awarded vendors in ranked order were Ceres Environmental Services, Inc., Phillips and Jordan, Inc. and Crowder-Gulf Joint Venture, Inc. The initial term was for three (3) years with the option to renew for three (3) additional one (1) year terms.  Ceres Environmental Services and Crowder-Gulf Joint Venture have agreed to renew with no increases; Phillips and Jordan, Inc. has requested a 2.8% increase which is permitted during the renewal process and falls within the current CPI allowance.

 

2)  Post Hurricane Milton, the Village required assistance in the collection and disposal of approximately 50,000 cubic yards of storm related debris.  Initially, staff contacted the first ranked awardee, Ceres Environmental Services, Inc. who was unable to provide the required equipment and personnel in a timely manner.  Subsequently, the Village contacted the second ranked awardee, Phillips and Jordan, Inc. to provide additional debris recovery resources.  Phillips and Jordan, Inc. was able to fulfill the Village’s disaster recovery needs in a timely manner.

 

Due to Phillips and Jordan’s immediate response and reliable service throughout post Hurricane Milton debris cleanup, staff recommends ratifying the order ranking for disaster debris recovery contracts as follows:

Based on the proposed order summarized above, the Village would contact Phillips and Jordan, Inc. first, in an emergency event requiring disaster recovery services.  In the event Philips and Jordan, Inc. does not have the required personnel and equipment, staff would then contact Crowder Gulf Joint Venture, Inc. and lastly Ceres Environmental Services, Inc.

 

3) On May 10, 2022 the Village Council also authorized the use of Solid Waste Authority’s RFP 22-201/DL contracts with Ashbritt, Inc. and DRC Emergency Services, LLC for Disaster Debris Removal, Reduction and Disposal services to be used as backup contracts in the event that the Village’s contracted Disaster Recovery Service vendors were non-responsive.  The initial term of the Solid Waste Authority’s contracts was for three years from May 9, 2022 through May 8, 2025 and have been renewed for an additional three (3) year term through May 7, 2028.
