EXPLANATION: Staff is seeking Authorization to:
1) Award a Contract to Sherlock Tree Company, Inc., for Phase 1 of the Peaceful Waters Wetland Rehabilitation Project, in the amount of approximately $176,268.00.
On May 23, 2024, the Village released ITB 202413 Peaceful Waters Wetland Rehabilitation, seeking qualified firms to provide such rehabilitation services. Work to be performed under this Contract includes the removal, disposal, and control of vegetation located within the Western most cells of the wetland. Construction activities will begin during the summer months, to accommodate wildlife activity and when potential nesting is generally at their lowest levels. Work is scheduled to be completed by the end of October 2024.
The solicitation was advertised in the Palm Beach Post, the Village’s website, and on DemandStar.com. On June 13, 2024, three (3) proposals were received.

2) Execute a Task Order to Hazen and Sawyer, P.C. for construction phase services for Phase 1 of the Peaceful Waters Wetland Rehabilitation Project, in the amount of approximately $29,940.00.
On September 28, 2021, Council awarded an engineering services contract (RFQ 202121) to multiple vendors. As part of the solicitation, Hazen & Sawyer P.C. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer P.C. to provide water and wastewater treatment engineering consulting services to the Village.
Village staff has requested that Hazen and Sawyer P.C. provide a Task Order to render construction phase services for the Peaceful Waters Wetland Rehabilitation Project. Hazen and Sawyer P.C. has proposed to provide construction administration including submittal review and construction oversight. Hazen’s proposal also includes services from an environmental specialist subconsultant including a nesting survey for protected species.
Staff recommends 1) Awarding a Contract to Sherlock Tree Company, Inc., for Phase 1 of the Peaceful Waters Wetland Rehabilitation Project, in the amount of approximately $176,268.00 and 2) Executing a Task Order to Hazen and Sawyer, P.C. for construction phase services for Phase 1 of the Peaceful Waters Wetland Rehabilitation Project, in the amount of approximately $29,940.00.
