AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP (FLUM) OF WELLINGTON’S COMPREHENSIVE PLAN, (PETITION NUMBER 2024-0001-CPA), TO MODIFY THE FUTURE LAND USE MAP DESIGNATION FROM COMMUNITY FACILITY TO RESIDENTIAL H (5.0 DU/AC - 22.0 DU/AC) FOR CERTAIN PROPERTY KNOWN AS THE 10-ACRE PARK SITE AT WELLINGTON GREEN, TOTALING 10 ACRES, MORE OR LESS; LOCATED APPROXIMATELY A QUARTER MILE SOUTH OF FOREST HILL BOULEVARD AND WELLINGTON GREEN DRIVE, ON THE WEST SIDE OF WELLINGTON GREEN DRIVE AT 2175 WELLINGTON GREEN DRIVE, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
REQUEST: Approval of Ordinance No. 2025-02, a Comprehensive Plan Amendment (CPA) to amend the Future Land Use Map (FLUM) designation of subject site from Community Facilities to Residential H.

EXPLANATION: The applicant is requesting a Comprehensive Plan (Map) Amendment (CPA) to amend the Future Land Use Map (FLUM) designation of the subject site (Wellington Green 10-Acre Park) from Community Facility to Residential H (5 - 22 du/ac).
Wellington and Brefrank (applicant/WG 10Park, LLC) have entered into a settlement agreement, which includes the sale of the subject site to Brefrank, and Wellington acquiring 7.28 acres of wetland/preserve areas currently within the Wellington Green project. The applicant is currently requesting approval to change the land use and zoning, and a future master plan to develop 220 multi-family residential units for the proposed Axis 2 project. A future site plan request will be submitted for review/certification by the Development Review Manager (DM) if the Wellington Council approves the proposed land use (CPA), zoning (REZ) and master plan (MP) request.
At the January 15, 2025, Planning, Zoning and Adjustment Board (PZAB) meeting, the Board recommended approval (7-0 vote) of Ordinance No. 2025-02, a Comprehensive Plan Amendment to modify the FLUM designation for the subject site.
The applicant is also seeking a companion Master Plan (MP) 2024-0001-MP that will be scheduled for a future Wellington Council Meeting after first reading of the CPA and REZ. The combined staff report for all of the applicant’s requests, along with the supporting exhibits, are provided for explanation of the overall proposed project. The draft master plan conditions of approval are provided as Staff Report Exhibit K. The Wellington Council will only be voting on the land use (CPA) and zoning (REZ) request at the January 28, 2025 meeting.
